독립이후 벨라루시는 새로운 국가적 차원의 도전과제로서 자국의 생존과 번영을 위한 발전전략을 수립해야만 하였다. 그래서 포스트소비에트 공간에서 벨라루시 지도부는 정치적인 측면의 ‘친(親)러시아 지향성’과 경제적인 관점의 ‘용(用) 러시아 지향성’을 바탕으로 하는 국가발전전략을 추진해 나가고 있다. 이러한 벨라루시 정부의 ‘친 러시아 지향성’과 ‘소비에트 사회 경제 모델’의 도입은 CIS 국가들 가운데 대단히 예외적인 국가발전노선인데, 이는 대내외적 요인들(역사적 발전과정, 민족정체성, 유권자들의 정치성향, 경제적 현실, 러시아의 이해관계 등)이 복합적으로 작용한 결과인 것이다. 그중에서 특히 역사발전과정에서 형성된 벨라루시의 민족정체성이 매우 중요한 역할을 담당하였다고 볼 수 있다. 오랜 기간 러시아 및 소비에트 제국의 러시아화 정책의 결과로 벨라루시의 고유한 민족정체성은 사실상 크게 약화되었으며, 오히려 ‘소비에트’ 및 ‘러시아’ 정체성이 보다 일반화되었기 때문이다. 이로 인해 독립이후 벨라루시 지도부에 의해 추진된 ‘반 서방 정책’ 및 ‘친 러시아 정책’은 자국의 국민들로부터 폭넓은 정치적 지지와 이해를 얻었을 뿐 아니라, 경제적으로도 국가발전을 이룩할 수 있는 실제적인 원동력이 되었다. 결국 벨라루시 민족정체성이 자국의 경제정책 및 외교안보정책의 기본방향 수립에 있어서 핵심적인 결정요인이라고 정의할 수 있겠다.

This study seeks to explore mutual relation of Belarusian National Identity and Development Strategy. In the aftermath of the breakup of the Soviet Union, Belarus was faced with new changes and challenges in post-soviet region. At that time Belarusian political leaders must prepare National Development Strategy, focusing on external and internal factors. But the weakness of economic base of independent Belarus was the major source of its Development Strategy difficulties. Thus, Belarusian political leaders emphasized “Pro-Russian Policy” as the priority goal for Belarusian Development Strategy. aiming at maintaining close political and economic relations with Russia. This is a basic direction and feature of Belarusian foreign and security policy. The Belarusian people supported “Pro-Russian Policy” of Belarusian government, because of they share Soviet national identity with Belarusian. In this context, national identity played an important role in formation and promotion of National Development Strategy
