반응적 평가(Responsive Evaluation)란 무엇인가?

본 논문은 평가에 대한 새로운 시각과 이론을 제시하고자 반응적 평가(responsive evaluation)의 개념과 핵심적 관점을 소개하고 현장 적용 방식 등을 논의한다. 반응적 평가는 표준화된 준거와 기준 위주의 이른바 기준-기반 평가(standards-based evaluation)와는 달리, 이해관계인들(stakeholders)의 경험과 활동에 대한 인식, 이해관계인들이 가지고 있는 이슈(issues), 세밀한 묘사를 통한 간접적 경험(vicarious experience), 맥락(context), 자료의 주관성, 다원성 등을 중시한다. 이를 통해 반응적 평가는 평가 대상(evaluand)인 프로그램에 대한 경험적 이해(experiential understanding)를 추구하며 프로그램의 질(quality)을 판단하고 프로그램의 개선을 목적으로 한다. 마지막으로 본 논문에서는 반응적 평가에 대한 현장 적용의 이해를 높이기 위해 입학사정관제에 대한 반응적 평가 계획을 제시한다.

This article introduces the concept and the core perspectives of responsive evaluation and discusses how to apply it in practice. Contrary to standards-based evaluation, responsive evaluation values stakeholders' perceptions of experiences and activities, issues, vicarious experience by portrayals of evaluand, contexts, subjectivity, and pluralism. Responsive evaluation pursues experiential understanding of a program as evaluand, judgments of program quality, and the improvement of the program. Finally, a plan for a responsive evaluation on the Korean college admissions officer program is presented for better understanding of the application of responsive evaluation in practice.
