북한에 의한 테러를 예방하는 방법은 근본적이고 적극적인 예방책을 동시적으로 추진하여야 할 것이다. 북한에 의한 테러는 그들의 정책적 필요성에 의한 목적적 테러이기 때문에 이 목적을 포기하거나 약화시키는 일은 북한으로 하여금 테러의지를 완전히 말살시킬 수 없는 한 그들에게 화해적 양보를 기대하기는 어렵다. 따라서 우리로서는 이러한 장기대책은 많은 부담을 감수해야 하는 방법이다. 테러가 하나의 정치적 행위인 동시에 하나의 군사양상이기 때문에 테러가 발생하지 않도록 사회.경제 문제의 해결, 정치적 안정과 참여의 확대 및 자유 민주주의 발전 등의 일관성에 의한 남북관계의 안정이 필요하다. 그러나 이러한 노력에도 불구하고 북한의 테러위협은 끊이지 않고 있다. 북한의 테러위협에 따른 우리의 대응방향을 제시하면 군사적 측면에 있어서 첫째, 대테러 작전 대비태세를 유지해야 한다. 제대별 5분 대기부대의 즉각 출동태세를 유지하고, 유관기관과의 협조 하에 대테러훈련을 통한 선진장비 및 기술을 습득해 나가야 한다. 둘째, 국가정보원, 경찰, 기무부대 등 유관기관과 협조 하에 신속한 상황전파체제가 유지 되어야 한다. 셋째, 전문적인 대테러 부대를 육성해야 한다.

The way how to prevent terrorism by North Korea is to take steps to come up with preventive measures ositively. North Korea commits terrorist acts for their policy by necessity. Therefore. as tar as their power isn't annihilated it is actually impossible to expect a concession from them. That means North Korea lands South Korea with burden calling tor long-term measures. Terrorism takes on some new aspects such as a political and at the same time military action. Thus. to hinder the incidence of terrorism. it is inevitable to keep better relations between North and South Korea. Despite these kinds of efforts. however. the threat of terrorism by North Korea is going on. Countermeasures of South Korea against North Korea's terror threat are as follows In the first place. it is necessary to be under arms tor the counter-terrorism operations. Moreover. all the troops have to hold themselves in readiness tor action and the newest equipment and technology through the training programme under cooperations between the related organizations need to be prepared. In the second place. it's important to maintain the close cooperation system between National Intelligence Service. police. and military troops tor the convey of the urgent situation. In the third place. professional forces tor counter-terrorism should be founded
