Assessing the British New Labour Government for 13 Years: Worsening of Qaulity of Life and Consumerist Subjectivity

본 논문은 신노동당 13년의 성격을 규명하려는 이론적 분 석이다. 보수당 정권의 유산, 대처리즘과 단절하고 신자유주 의적 유산을 청산했다는 공식적인 주장과는 달리 대처리즘 의 연장이자 완성이었다는 것이 이글의 핵심 주장이다. 보 수당 정부 시절보다는 늘어난 공공지출은 빈부격차를 줄이 는데 성공하지 못하고 있으며 오히려 더 악화시키고 있다는 비판이 곳곳에서 제기되고 있다. 여전히 국제적인 민주주의 지표들에서는 높은 점수를 받고 있지만 신노동당 정부 하에 서 형식적, 절차적 민주주의마저도 크게 위협받고 있다는 연구 결과들이 제출되고 있다. 신노동당은 결코 신자유주의 와 단절한 것이 아니라 그것을 더욱 세련화된 방식으로 영 국사회에 안착화시켰다는 평가들도 들린다. 본문에서는 이 러한 주장의 근거를 꼼꼼히 따져봄으로써 신노동당 정부의 성격을 규명하고 지난 13년간(보수당 정부를 포함한다면 30 년간)의 영국 민주주의의 동학을 설명하도록 하겠다.

This paper theoretically explores the New Labour government for 13 years. Despite its official success story, New Labour seems to failed to break with the legacy of Thatcherism. Compared with the Conservative government's, its expanded public expenditure did not succeed in dealing with poverty and social polarization. Many critics have argued that poverty and polarization has been worsened under New Labour government. Further, there has been some signs that even formal and procedural democracy itself has been eroded. Some left commentators claimed that New Labour has never broken with neo-liberalism, rather helped it take root in British society in a more sophisticated way. If neo-liberalism meant the re-privatization and re-commodification of public services docommodified by social democratic regime, the New Labour government strengthened them rather than slowed them down. Market logic has more strongly penetrated into public services and everyday life. Person security, education and even communal rituals has been commodified. Even the public policy-making process began to be dominated by market research style methods. In terms of environmental issues, cost-benefit analysis has been predominant, and in terms of educational polices, students(and their parents) have been regarded as consumers or customers. In order to support this argument, this paper analyze data and discuss them in theoretical terms.
