Networking of Social Welfare Organizations in Services for Families of International Marriage

Organizations can join together in creative ways to tackle issues that lie beyond the scope of any single organization. Better understanding what makes it work becomes an important academic task to explore. Networking of organizations in services for families of international marriage, however, has not been academically explored yet. This study analysed the characteristics of network experience of social welfare organizations using data collected by Ministry of Gender Equality and Family in 2007. Theory differentiates collaboration from cooperation and coordination. Collaboration means management such as formal meeting, contract, sharing human and other resources, and integrating programs among organizations has been systemized on a regular basis. Findings of this study indicate that organizations in services for families of international marriage are simply cooperating once in a while, seldom conducting coordinated programs nor collaborating each other with the exception of service centers for international marriage families. Logistic regression result shows that adequate budget, number of personnel, and take-up rates for professional training are currently meaningful predictors of experience of collaboration. Service centers for international marriage families are more likely to have collaboration experience also. More efforts on coordination and collaboration should be attempted, and inter-organizational linkage should be strengthened in community setting for families of international marriage who are in diverse needs and complex demands. Information sharing on best practices, administrative supports by central and local government for enhanced networking are required.
