고등학교 사학재단의 수익용 기본재산 증대방안

Increasing For-profit Fundamental Property of High School Foundations

본 연구는 A광역시에서 고교를 설치하고 있는 사학재단의 수익용 기본 재산 증대방안을 연구하는 데 목적이 있다. 이를 위하여 4가지의 연구 영역 을 설정하였고, 협의회, 관련자료 분석, 사례연구, 설문조사 등의 방법을 활 용하였다. 대부분의 사학재단은 영세하기 때문에 자체적으로 수익용 기본재산을 증 대하기 위한 노력을 기울이기가 쉽지 않다. 사학재단의 수익용 기본재산을 증대하기 위한 방안은 다음과 같다. 첫째, 개별 고등학교 재단에 맡기기 보다 는 교육청 차원의 적극적인 지원과 컨설팅이 필요하다. 둘째, 교육청이 사학 재단 수익용 기본재산의 수익성 제고노력을 적극 지원하려는 의지를 가져야 한다. 셋째, 사학에 대한 세제당국의 접근방식에 전환이 이루어져야 한다. 수익용 기본재산의 수익성 증대를 통한 전입금의 확대와 함께 정부예산 의 지원확대, 각종 민간기금의 확대, 등록금의 적정화 등이 함께 이루어져야 사학이 발전할 수 있다.

The purpose of this study is to develop methods for increasing for-profit fundamental property of high school foundations in Korea. In order to accomplish the purpose, in-depth interview and survey method were adopted. Subjects for the interview were staffs of high school foundations and ones for survey were teachers, student parents and staffs of school foundations. Based on the result of the analysis and interview, five methods for increasing for-profit fundamental property were suggested. The conclusion and further suggestion of this study are as follows: First, more support and effort of government and provincial office of education to increase for-profit fundamental property. Second, government and provincial office of education should have positive intention to support individual effort of high school foundations to increase for-profit fundamental property. Third, conception of tax service authority on private schools should be converted positively.
