지방자치단체 교육 지원사업의 중요도-실행도 분석

A Study on Local Government Education Grant-in-Aid Programs Using An Important-Performance Analysis(IPA)

지방자체단체의 교육 지원으로 인해 다양한 교육투자가 이루어지고, 지방교육재정 확충에 기여한 바가 크나, 시행상의 문제점들로 인해 논쟁이 계속되고 있다. 특히, 교육청과의 협의가 부족하며, 지역민의 의견이 반영되노 사업구상과 아이템 개발노력이 부족하여 체계적인 사업 수립으로 이어지지못한 측면이 있었다. 문제점 개선의 한 방법으로 다차원척도법과 IPA분석을 이용하여 교육지원사업을 중요도와 실행도를 분석함으로써, 지자체가 추진해온 사업의 실행도와 수요자들이 인식한 중요도를 비교·검토하고자 하였다. 전북에서 2007-2008년도에 추진했던 교육지원사업을 토대로 IPA분석한 결과, 향후 지속해야 할 사업으로 글로벌인재양성(.8614, 1.1302), 중요도 보다 실행이 더 잘 된다고 인식된 사업은 학교 급식 지원과 정보화사업(-1.3136, 1.2385)이었으며, 학력신장지원(-1.5782, -9946)은 중요도와 실행도가 모두 낮게 평가되었고, 중요하지만 실행도가 낮다고 인식된 사업은 학생 복리 증진(1.7548, -2300)과 교육여건개선사업(.5990, -1.2805)이었다. 교육지원사업의 실행력을 높이기 위해서는 수요자들의 요구와 분석적 방법을 강화하여 추진하는 사업의 중요도와 실행도가 균형을 이루도록 재검토함이 필요하다.

The purpose of this study is to analyze the importance and performance of the local government Education Grant-in-Aid Programs. While many researches have focused on the local government Education Grant-in-Aid Programs, no study has analyzed the difference between customers' needs and local government's actual competencies. To analyze the recognitions, a questionnaire was conducted to officials, teachers and parents. A total of 1,499 questionnaires were used for the final analysis. The result of IPA analysis shows 4 areas which include: 'Global talent program' factor come out the area of 'keep up the good work'(.8614, 1.1302), ’Povision of school meals and Informatization' factors are areas of 'Possible Overkill'(-1.3136, 1.2385), 'Increasing academic ability' factor is an area of 'Low Priority'(-1.5782, -.9946), and 'Improvement the welfare of student(1.7548, -.2300) and school environment(.5990, -1.2805)' factors require more concentration in educational spending. Hereafter, analytic method based on the various demands is needed for a well-balanced investment decision making in education
