상담원의 전공과 경력이 장애인 고용성과에 미치는 영향

The Effect of Vocational Counselor Characteristics on the Employment utcomes of People with Disabilities : by adopting Hierarchical Linear & Nonlinear Model(HLM)

본 연구의 목적은 상담원의 전공과 경력이 장애인의 고용성과에 미치는 영향을 실증 분석하는 것이다. 이를 위해 한국장애인고용공단 장애인고용정보시스템의 2008년 DB 데이터를 사용하여 장애인의 취업여부, 1년 직업유지여부, 임금소득 등에 대해 장애인과 상담원의 특성이 주는 영향을 위계적 선형모형(HLM)으로 분석하였다. 분석결과 상담원이 관련전공자일 경우 비전공자에 비해 평균적인 장애인 집단(만 38.8세의 경증남성장애인으로 교육수준이 11.5년이면서 화이트칼라 이외의 직종에 약 96만원을 받기를 희망하는 장애인 집단)의 취업가능성은 낮아지지만 중증장애인과 고임금희망 장애인의 취업가능성은 높아지는 성과를 보였다. 또한 상담원의 경력은 평균적인 장애인 집단의 취업 가능성과 정적인 관계를 가지고 있는 것으로 나타났다. 이를 근거로 상담원의 인력관리와 자격요건 정비, 지속적인 교육훈련 등이 필요한 것으로 제언하였다.

This study examined the effect of the characteristics(rehabilitation related degree and agency experience) of vocational counselors on the employment outcomes of people with disabilities. The current study used the data from 19,303 people with disabilities who enrolled at the Korea Employment Agency for the Disabled(KEAD) in 2008 to search for a job. The data was analyzed by adopting Hierarchical Linear & Nonlinear Model(HLM) to identify the factors that affect on the likelihood of employment, duration of job maintenance and wage level of people with disabilities. Results showed that vocational counselors with rehabilitation related bachelor's or master's degrees achieved significantly higher likelihood of employment for people with severe disabilities or higher level of reservation wage than vocational counselors with rehabilitation unrelated degrees. Also, vocational counselors' years of agency experience had a positive influence on likelihood of employment of people with disabilities. Several suggestions are presented based on the above mentioned results and their implications.
