장애인과 비장애인의 실업탈출 비교분석

Analysis of Unemployment Hazard rate of People with Disabilities - Unemployment Duration & its Determinants -

본 연구는 한국복지패널조사의 2006년에서 2008년의 자료를 활용하여 3개년도의 실업양상 즉 실업지속기간과 이에 관련된 요인을 분석하였다. 특히 위의 분석기간은 글로벌 경제위기가 시작된 시점으로 정태적인 실업률로는 파악이 되지 않는 경제위기의 노동시장 여파를 실업기간의 분석을 통해 살펴보고자 하였다. 분석결과는 다음과 같다. 첫째, 생명표 분석을 통해 전체 실업자의 평균 실업기간은 9.30개월로 나타났고, 비장애인의 평균 실업탈출기간은 8.51개월, 장애인의 평균 실업탈출기간은 17.32개월로 통계적으로 유의미한 차이를 나타내었으며, 비경제활동의 탈출기간에도 두 집단 간 통계적 차이를 나타냈다. 둘째, 실업탈출에 영향을 준 요인을 이산시간위험 모형을 분석한 결과 ‘교육수준’과 ‘건강상태’가 주요 요인으로 나타났다. 또한 비경제활동 탈출에 ‘연령’, ‘장애여부’, ‘교육수준’이 영향을 미치는 것으로 나타났다. 이러한 결과는 이번 글로벌 위기의 고용한파가 핵심노동계층 보다는 장애인과 같은 주변노동계층에 더 영향을 미쳤다는 안전판 가설을 지지해준다. 또한 경쟁노동시장에서 실업탈출을 위해서는 무엇보다 인적자본(교육수준, 직업훈련 등)을 강화하는 것이 필요하며, 실업탈출의 고위험집단으로 판단되는 의료적 질환에 기반한 장애인에 대한 정책적 대책마련이 필요할 것으로 보인다.

This study attempts to analyze the hazard rate of unemployment and the influencing factors on the rate. Data comes from Korea Welfare Panel Study(KWPS), 2006-2008. KWPS is a longitudinal survey of 7,072 families and their members in korea. The life-table method is used for describing the overall patterns of unemployment duration by disabled & non-disabled group, and discrete time hazard model is used to identify significant factors on the unemployment duration. The results are as follows. The overall duration of unemployment is 9.30 months. And the duration of unemployment for non-disabled group is 8.51 months comparing 17.32 months for disabled group. The difference is statistically significant by significance level 0.1. The discrete time hazard model show that unemployment duration is significantly affected by education level & health status. In additional, duration of economically non-active population is significantly affected by age, education level and disability. Implication for the employment of disabilities were made.
