청각장애인을 위한 통신중계서비스(TRS) 이용 결정 요인에 관한 연구

A Study on Determinant Factors of Telecommunication Relay Service Utilization by People with Hearing Disorders

본 연구는 청각장애인들의 통신중계서비스 결정 요인을 파악함으로써, 통신중계서비스 이용 확대를 위하여 고려해야 할 기초 자료를 제공하고자 수행되었다. 이를 위해 본 연구에서는 앤더슨과 뉴만(Andersen and Newman)의 행동주의 모델에 기반하여, 청각장애인 374명을 대상으로 서베이 조사를 실시하였다. 연구결과 선행요인에서는 장애등급과 교육수준이 서비스 이용 여부에 영향을 미치는 것으로 나타났다. 즉 장애등급이 1급에 가까울수록, 교육수준이 높을수록 통신중계서비스 이용이 증가하였다. 자원요인 가운데에서는 통신비용에 대한 부담 정도가 낮을수록 통신중계서비스 이용이 증가하는 것으로 보고되었다. 욕구요인에서는 서비스 이용 욕구가 증가할수록 서비스 사용 여부에 강한 영향을 미치고 있음을 알 수 있었다. 이러한 연구결과를 바탕으로 청각장애인의 통신중계서비스 이용 확대를 위한 방안을 제언하였다.

This study has carried out a survey on 374 people with hearing or speech disorders on the basis of activism model of Anderson and Newman, which should be considered for the expansion of telecommunication relay service utilization through understanding the determinant factors of telecommunication relay service use by people with hearing disorders. The results has shown that in antecedent factors disorder class and education level are the factors to effect of telecommunication relay service utilization. In other words, as the disorder class is lower and as the education level is higher it is more likely that they will use the telecommunication relay service. Regarding the resource factors it has shown that as the charge of communication expense is lower the utilization of the service rises. In need factors it has shown that the degree of the need for the service has a great influence on whether or not to use the service. Based on such study results a proposal for the expansion of telecommunication relay service for people with hearing or speech disorders is presented.
