한국과 일본의 중등교사 전보제도 비교 연구

A Comparative Study of Secondary Teacher Transfer System in Seoul, Korea and Tokyo, Japan

본 연구는 우리나라와 일본의 교사전보제도의 목적 및 방향, 기준, 절차, 정기전보의 보완 제도를 비교·분석함으로써 우리나라 교사전보제도 개선에 필요한 시사점을 도출하는 데 그 목적이 있다. 연구 목적을 달성하기 위해 교사전보 관련 문헌 분석을 통해 교사전보의 목적 및 방향, 전보 기준, 전보 절차, 보완 제도 등 네 가지 비교 준거를 도출하고, 각 준거를 토대로 우리나라와 일본의 교사전보제도를 비교하여 두 나라 간 공통점과 차이점을 분석하였다. 연구 결과, 두 나라의 교사전보제도는 비슷한 목적, 기준, 절차로 운영되고 있었다. 그러나 제도 목적 진술의 구체성, 전보 기준 적용에 있어서 학교장의 영향력, 전보 절차 중 전보 대상 교사의 의견 반영 정도, 경력 교사의 학교 선택권 보장 등의 측면에서 한국과 일본 간 차이점이 발견되었다. 이상의 비교 결과를 통해 교사전보 목적의 단순화 및 구체화, 교사들에게 전보를 통한 의도적인 다양한 경험 제공, 학교장의 교사전보 관련 권한 및 책임 강화, 전보 과정 및 결과에 교사들의 의견 반영, 교육 격차 해소를 위한 교사전보제도의 적절한 활용 등을 시사점으로 제시하였다.

The purpose of this study is to make a suggestion which can improve the teacher transfer system in Korea, through comparisons with and analyses of the purpose, the orientation, the standard, and the procedures of the teacher transfer system in Japan as well as their complementary systems. In order to accomplish this goal, the teacher transfer system in Korea is compared with the one in Japan in the four categories of the purpose, the orientation, the standard, and the procedure of the system. For each category, the similarities and the differences are presented. The study found that the teacher transfer systems in the two countries are operated under similar purposes, standards, and procedures. However, there are distinct differences in terms of the detailed representation of the purpose of the system, the degree of influence of the principal in the application of the standard for a teacher transfer, the reflection of the appointed teacher’s opinion on the transfer procedure, and the experienced teachers’ right to choose the school to be transferred. Through the comparisons stated above, the following implications are presented: the simplification and actualization of the purpose of the teacher transfer system, providing various opportunities of experience by changing the standard of a teacher transfer, reinforcement of the principal’s right and responsibilities related to the teacher transfer, a reflection of the teachers’ opinions on the procedures and results of the transfer, and the proper utilization of the teacher transfer system for the resolution of educational disparities.
