다문화사회의 범죄현상에 관한 연구

A Study on the crime of a multicultural society

다문화사회로 급속히 진행하고 있는 한국사회의 다문화 현황과 범죄화 요인을 분석해보고 적절한 치안정책을 마련하는 일이 어느 때보다 시급하다고 할 것이다. 따라서 이 연구에서는 다문화사회의 형성과정에 따른 범죄원인론, 일반적 범죄학적 원인론과 더불어 한국사회의 다문화 환경이 가져다주는 범죄화 요인을 검토해 보는 것을 통해 향후 다문화사회의 경찰활동의 방향에 대한 이론적 틀을 제시하고자 한다. 이 연구에서는 질적 연구방법을 통하여 다문화사회의 개념과 유형을 구분하여 한국의 다문화사회의 유형을 규정하고자 하였으며 또한 한국의 다문화사회의 범죄 발생요인을 다문화사회 생성과정, 개인적ㆍ사회적 환경 그리고 사회학적 범죄원인론적인 입장에서 규정하고자 하였다. 이러한 다문화사회의 범죄 요인을 토대로 한국의 현재 다문화 현황과 다문화 구성원에 의한 범죄현황을 통하여 앞으로의 치안정책이 나아갈 방향을 제시하고자 하였다.

The Korean society is rapidly changing into a multi-cultural society because the number of aliens laborers is increasing and there are many international marriages taking place in Korea. Such a trend in Korea started somewhat later than that in other countries, but it is very quick since a total of 1,158,866 aliens stayed at the end of 2008 and the number has been continually growing. In this situation, the Korean society is required to recognize multi-cultural families as its members and the Korean government has to set up active plans for the multi-cultural society. In this situation, criminal policies need be focused on the quickly increasing crimes which are committed by the foreigners staying in Korea. As a result, the correlation between the said problems and foreigner crimes has been identified and foreigner crimes have been classified and analyzed in each item of the statistical materials. Considering the above-said diagnoses and prospects, the following measures are suggested. First, it is found that foreigner crimes and illegal aliens are very closely correlated. Therefore, the most important thing to prevent foreigner crimes is taking countermeasures against illegal aliens before anything else. Second, to reinforce investigations into foreigner crimes, exclusive investigation organizations shall be set up more, professional investigators equipped with investigation and foreign language abilities shall be cultivated, and interpretation systems shall be arranged. Finally, on the international level, the promotion of internationally cooperated investigations is required.
