지방교육행정기능 개편에 따른 지방교육재정의 효율화 방안

The Pursuit of Efficiency of the Local Educational Finance System by The Reform of Local Educational Administration Function

이 연구는 현재 지역별 지방교육재정의 현황을 분석하였고, 지방교육자 치 개편에 따른 지방교육재정 운영에 미치는 영향을 전망해 보았으며, 향후 시·도교육청과 시·도의회가 연계·협력하여 지방교육재정을 효율적으로 운영할 수 있는 방안을 중심으로 논의하였다. 이를 위한 구체적인 과제로서 첫째, 지방교육재정 확보와 관련하여 지방교육재정교부금제도의 개편, 교육 투자의 소득재분배 효과를 얻기 위해 직접세인 소득세, 법인세, 재산세 등에 추가로 교육과세를 하는 방안, 지방자치단체 일반회계로부터의 교육재정 확 충 방안을 제시하였고, 둘째, 지방교육예산 편성과 관련하여 주민참여예산 제 활성화, 교육상임위원회 존치 및 교육상임위원회 자격 제한 등 제도적 보완 장치 마련, 사업별 예산제도 내실화를 제시하였다. 셋째, 지방교육재정 심의과정에서 시·도교육청 예·결산자문위원회 활성화 방안, 예산 심의 과 정에 공청회 실시 등의 방안을 제시하였다. 이 연구에서 논의된 과제를 중심으로 시·도교육청과 시·도와의 상호 연계체제를 구축하는 정치적 역량 발휘가 요구된다.

The main purpose of this study was to analyze the current situation of local educational finance, to review the impact of changes of local education autonomy system on local educational finance, and finally to suggest several issues for the connection and cooperation between the local educational finance system and local educational administration function to improve the efficiency of the local educational finance management. This study suggested the agenda for an efficient local educational finance connected to local educational administration concerning about 1) securing a stabilization of a local educational finance, 2) restructuring a system of compilation of local educational budget, 3) reorganizing the process of deliberation on the local educational budget. Finally, several implications were discussed concerning the local educational finance policy.
