지방자치와 고등교육재정의 성과와 과제

Analysis of the financial support system for Higher Education by Local Government: Performance and Future tasks

이 연구의 목적은 지방자치가 고등교육재정에 어떤 영향을 주었는지를, 그 성과와 과제를 중심으로 분석하는 데 있다. 재정의 확보, 배분, 운영, 평 가의 과정적 측면에 초점을 맞추어, 지방자치가 시행되면서 고등교육재정이 확충되었는가, 대학내 재정배분과정에 변화를 가져왔는가, 재정운영과정에 끼친 영향은 무엇인가 등을 분석하였다. 이를 위해 지자체의 고등교육에 대 한 재정지원의 규모와 내용, 지역대학 발전에 대한 관심 등을 검토하고, 대 학의 예산편성방식 변화, 지역사회에 대한 반응성 및 책무성, 재정확충을 위 한 자구노력 등을 살펴보았다. 그동안 지방자치는 고등교육재정의 확충성, 다양성, 효율성, 자율성, 반응성, 책무성 등을 제고하는 데 긍정적으로 기여 하였고, 향후 지방자치의 활성화의 정도에 따라 성과가 확대될 것으로 전망 된다. 앞으로 고등교육재정과 관련해서는 중앙정부의존에서 탈피하여 지방 의 책임을 강화하고 중앙과 지방의 역할 분담체제를 확립할 필요가 있다. 아울러 지자체는 고등교육지원사업을 더욱 확대하고 지역의 관련주체간 연 계를 강화할 필요가 있고, 이를 위해 관련법규를 제·개정하며, 대학 스스로 도 지역과 연계·발전하려는 노력을 확대해야 할 것이다.

The purpose of this study is to analyze how local autonomy system in Korea has affected the educational finance for higher education, focusing on its performance and future tasks. To this end, it investigates the size and contents of financial resources, the changing process of university budgeting system, the responsiveness and accountability of university to regional community, and universities' efforts for financial expansion. The major results show that local autonomy system in Korea has been significantly and positively contributing to strengthening diversity, efficiency, self-regulation, responsiveness, and accountability in relation to higher education finance. It is suggested that local government should expand a wide range of supporting projects for higher education, reinforce the linkage and networks among the stake-holders within the region, enact and revise adequately the laws and regulations concerned with it, and make great efforts to enhance the relationships between the region and university.
