Analyzing the Policy-making Process of English Education and Exploring Its Improvement

This study aims to analyze the policy-making process of English education policy under the Lee Myeong Bak government and explore its improvement. It analyzes arguments regarding formulating English education policy between the period of agenda setting(January 2008) and policy adoption(December 2008) through employing the policy argumentation model. The results of the analysis has indicated that the proper priority of policy measures contributed to the soft-landing of the controversial policy while it is advisable to add ‘supporting the self-directed study’ to the sub-goal in order to accelerate the effects of the English teaching in schools. In addition, how to improve English education policy in Korea has been discussed with regard to the introduction of the national English test. It has been argued that the revision of the national curriculum 2009 will lay the foundation for the successful introduction of the national English test, leading to achieving the goal of improving students' communication competence in English.
