Politics of Urban Landscape Reconstruction in Gwangju : Focusing on the Construction of the ACC (Asia Culture Complex)

이 연구는 아시아문화전당의 건립과 관련되어 있는 주요 행위주체 간의 상호 관계를 조사함으로써 광주 도시경관 중 옛 전남도청 부지가 어떻게 재구성되고 있는지를 살펴본 연구이다. 옛 전남도청 부지는 5·18의 기억과 도심 공동화의 문제 해결이라는 공간성을 배태하고 있었고, 이러한 특성은 아시아문화중심도시 조성사업의 핵심인 아시아문화전당의 건립을 둘러싸고 갈등을 유발시켰다. 아시아문화중심도시 조성사업은 국가 주도의 대규모 도시 개발 사업으로 실행 지역인 광주시의 도시재생 전략과 맞물려 국가, 도시, 국지 스케일의 행위주체들이 결합된 기획사업이다. 아시아문화전당의 건립을 둘러싼 담론과 갈등은 행위주체들이 장소에 대해 어떤 인식의 틀을 가지고 있느냐에 따라 공간적 실천이 달라짐을 보여준다.

This study examined how the site of the former Office of Jeollanamdo Province is reconstructed by the making the ACC (Asia Culture Complex). The location has urban revitalization and the memory of 5·18. Such characteristics of the site give rise to complications surrounding the establishment of the ACC. The Hub City of Asian Culture Project (HCACP), administered by the national government is articulated with urban regeneration strategy of Gwangju city and urban revitalization plan. Therefore, The HCACP complicatedly entangled with multi-scaled development actors. The discourses and conflicts surrounding the establishment of the ACC show scale-based actors should have various spatial practice depending on spatial recognition. conclusively this study points out that Gwangju urban reconstruction process is achieved by multi-scaled actors to justify their position and build the discourse of political process.
