The Politics of Scale on Place Names : Scaling up of Place Names' Territory

지명 영역은 사회적 주체들이 실천하는 권력관계에 의해 끊임없이 경합되고 변동되는 특성을 지니고 있다. 이러한 지명 영역의 특성은 권력을 동반한 지명 영역의 확대와 축소에 주목하게 하며 자연스럽게 사회적, 정치적 구성물로서의 스케일과 스케일 정치 개념을 떠오르게 한다. 지명을 매개로 한 영역 경합의 과정에는 필연적으로 스케일 정치가 작동한다고 판단한 필자는 지명 영역의 스케일이 사회적이고 정치적으로 구축되는 과정과 특정한 사회적 주체들이 자신들의 의도와 목적을 실현하기 위해 그들이 지지하는 지명의 영역을 확대시키거나, 동시에 타자의 지명 영역을 잠식하여 그 스케일을 축소시키는 스케일 정치의 과정들을 분석하였다. 그 결과 사회적 주체가 권력관계를 통하여 특정한 지명 영역을 인위적으로 확장하거나 축소하는 과정이 담긴 스케일 하강과 상승 지명을 공주목 진관 지명을 사례로 분류할 수 있었고, 권력관계에 의해 지명 영역이 스케일 상승되는 구체적인 과정을 면 지명, 읍 지명, 군현 지명이라는 세 개의 지명 영역 층위에서 확인하였다. 이 지명들의 스케일 상승 과정에는 해당 지명 영역에 거주하던 당시 일본인 거류민과 일부 조선인 유지 집단, 그리고 해당 촌락이 소유한 행정적, 경제적 중심성이 일정한 권력관계로 작동하였음을 확인할 수 있었다.

The politics of scale generally works on the processes of territorial contestation over place names. The contestation between place names represented and appropriated by social subjects is involved in the processes obtaining boundaries and territories in a definite geographical scale, while enlarging their territories of place names. These processes are just to construct the scale politically and socially. Furthermore, these are the processes regarding the politics of scale that specific social subjects intend to shrink and enlarge the existing scales, or generating new scales for attaining the purpose of themselves. Therefore, these processes can be analyzed by the the view-point the politics of scale implying scalar strategies, such as scaling down and scaling up. Consequently, there are the place names of enlarged territory called the place names of scaling up, and the place names of shrunk territory, i.e. the place names of scaling down accompanied by reorganizing administrative districts. Then I have performed some case studies on scaling up of place names?territory related to the territorialization of place names through the power relations. Especially, the power relations of Japanese residents, some Korean dominant groups, and central functions of specific villages during the Japanese colonial period had influence on the processes of territorialization.
