지역성장과 지방재정 간 인과관계: 대구⋅경북의 사례

The Causal Relationship between Regional Economic Growth and Local Finance

본 논문은 대구.경북지역의 1985년-2008년 자료로 경제성장과 지방재정의 Granger 인과관계분석을 통해서 지역총생산과 지방교부세, 자체재원, 재정지출의 장⋅단기 인과관계를 분석하고, 지방재정 각 변수의 증가가 지역총생산의 감소로 나타나는 도덕적 해이 현상의 존재여부를 검토한다. 분석결과를 요약하면, 먼저, 대구⋅경북 모두 지역총생산에서 지방교부세 방향으로 Granger 인과관계가 존재한다. 둘째, 일방적인 인과관계는 대구가 자체재원에서 지역총생산 방향, 경북이 지역총생산에서 자체재원 방향으로 존재한다. 셋째, 충격반응분석에서는 대구에서 지방교부세의 충격이 지역총생산에 부(-)효과를 보이고 있다. 이것은 도덕적 해이 현상으로 해석할 수 있다. 또한 대구에서 지역총생산의 충격이 자체재원과 재정지출에, 경북에서는 자체재원의 충격이 지역총생산에 부(-)효과를 보이고 있다. 마지막으로, 장기인과관계분석에서는 대구에서 지역총생산과 재정지출 간에 장기균형이 존재함을 보여주고 있다. 그러나 대구의 지역총생산과 지방교부세 간, 경북의 지역총생산과 지방교부세 간, 지역총생산과 재정지출 간에는 현실적인 장기균형이 존재하지 않음을 보여준다.

This paper tests Granger causality between local finance and regional economic growth using from 1985 to 2008 data in Daegu and Gyeongbuk area in the context of vector error correction model. This paper also examines both short and long-term causality between gross regional domestic product and local finance such as fiscal expenditures, local own revenues, and fiscal transfers. This paper shows that fiscal transfer does not have Granger-causes with gross regional domestic product in Daegu and Gyeongbuk but that gross regional domestic product has Granger-causes with fiscal transfer in both areas. This paper also reveals that impulse responses of fiscal transfer in Daegu and tax revenue in Gyeongbuk decrease gross regional domestic product, respectively. In case of fiscal transfer, this is interpreted as moral hazard problem in local government. There exists long-run equilibrium relationship between the fiscal expenditure and gross regional domestic product in Daegu.
