허베이 스피리트호 기름유출 사고 후 직업별 관점에서 본 태안지역사회의 삶의 질 문제

Quality of Life in Taean Community after Hebei Spirit Oil Spill from the Viewpoint of Job

이 연구는 직업군에 따라 허베이 스피리트호 사고에 대한 지역 주민들의 다양한 반응을 분석함으로써 태안 주민들간 상호 이해를 넓히고, 보다 다양한 지원 프로그램이 개발될 수 있도록 기초자료를 제공하며, 나아가 태안 주민들의 삶의 질 회복 방안을 제시하는 것을 목적으로 한다. 이를 위해 지속적인 관심을 갖고 재난피해자들의 삶을 관찰하고 분석함으로써 이들이 최대한 빨리 정상적인 삶을 회복할 수 있도록 지원체계를 제공하는 것이 필요하다. 이를 위해 이 논문에서는 2007년 12월 7일 발생한 허베이 스피리트호 기름유출 사고의 피해자인 태안 지역 주민들을 대상으로 5회의 현장방문과 심층면접을 통하여 이들의 삶의 질에 대한 근거이론적 접근을 실시하였다. 개방코딩과 축코딩의 과정을 거쳐 직업별로 10여개의 핵심범주를 추출해냈으며, 기름유출사고를 바라보는 입장과 사고 후 문제해결에 대한 이해가 직업에 따라 많은 차이를 보임을 알 수 있었다.

Although no one can be safe from a disaster, for it is a risk that is rarely experienced by only a few people in their life, no one intends to cope with it spontaneously. However, once a disaster occurs, victims would lose everything and can hardly recover their life to the status before the disaster. Therefore, supporting system shall be provided for victims to recover their ordinary life as fast as possible by observing and analyzing disaster victims’ life with continuous interests. So, the purpose of this study is to suggest the various alternatives for recovering the quality of life in Taean community that was devastated by Hebei Spirit oil spill disaster based on the grounded theory approach. Targeting the Taean residents, the victims of the Hebei Spirit oil spill which has come about on December 7, 2007, we have visited five disaster-sticken sites and conducted in-depth interviews with oil spill disaster victims about their quality of life using grounded theory approach. Through the process of open coding and axis coding, we extracted ten key categories by job and revealed a big difference between the viewpoint of the oil spill and the understanding for solving problems after the disaster according to the interviewee’s job.
