동유럽 국가의 글로벌 경쟁력에 대한 연구

A Study on the Global World Competitiveness of East European Countries

본 논문은 다음과 같이 동유럽국가의 국내정치와 경제에 영향을 주는 글로벌기구(OECD, WEF, IMD, TI, FH)와 글로벌경쟁력 및 최근의 글로벌협력의 배경 간의 협력에 대하여 분석하였다. 우선 동유럽국가에 있어 글로벌기구에서의 활동과 참여에 대하여 그 배경을 소개하였다. 2장에서는 OECD, WEF, IMD 와 글로벌 경쟁력에 있어 동유럽국가간의 관계에 대한 근거를 분석하였다. 예컨대 외국직접투자에 의존하고 있는 동유럽은 매우 취약한 경제구조를 갖고 있으며 제도가 미비하고 취약한 경제시스템을 갖고 있다. 이것은 제도화, 사유화, 자유화, 안정화, 민주화 의 실패의 과정 때문에 최악의 경제위기를 맞고 있다는 것은 사실이다. 진정한 소통과 협력이 글로벌국제기구(OECD, WEF, IMD, TI, FH)로부터 나오고 있는 것이다. 본인은 글로벌 국제기구에 있어 회원국과 비회원국가 사이의 국내적인 문제점을 극복하는데 있어 차이점이 있음을 설명하였다. 둘째로, 3장에서는 TI, WEF, IMD, FH와 동유럽국가의 미래에 있어 글로벌 경쟁력과의 l관계를 분석하였다. TI, WEF, IMD, FH 등 국제기구에서의 순위발표내용에서 동유럽국가가 높지 않게 나타날 때, 결국 UN(IMF)로부터 재정적 지원을 받게 되고 경제발전을 위한 OECD, EU 등 국제기구와 긴밀한 관계를 갖게 되는 것이다. 동유럽 국가는 좀 더 개방적이고 좀더 UN이나 OECD 와 함께 동참하는 길을 모색해야 할 것이다. 이것이 동유럽국가의 글로벌 경쟁력을 향상시키는 방안이 될 것이다. 마지막으로 이러한 국제기구에서의 경쟁력순위 향상은 글로벌한 참여와 동시에 국내적인 정치 경제적 환경을 좀 더 발전시키는데서 찾을 수 있다고 인식하였다.

I will analyze cooperation between global organization(OECD, WEF, IMD, TI, FH) and eastern Europe for global competitiveness and recent background of global cooperation focused on global competitiveness which had a deep influence on domestic politics and economy of Eastern Europe. Firstly, I will introduce background of the activitiy and participation of global organization in Eastern Europe. In the chapter II, I will try to explain background of relationship between OECD, WEF, IMD and Eastern Europe in the global competitiveness . Eastern Europe that relied chiefly on foreign direct supports are the least vulnerable now, and it has week state and economic system and illegal institution. This is indeed the worst economic crisis since the wrenching process of institutionalization, privatisation, liberalisation, stabilisation and democratization that followed. The real communication & friendship must come from global organization(OECD, WEF, IMD, TI, FH). I will finish with that explain different method of getting over domestic problems between membership and non-membership in Global Institution. Secondly, In the chapter III, I will analyze relationship between TI, WEF, IMD, FH and global competitiveness for Eastern Europe in future. When the ranking of TI, WEF, IMD, FH hit Eastern Europe, it turned to the international organization for development, and received cooperation and friendship from OECD, EU, as part of a coordinated financial support package from UN(IMF). I believe Eastern Europe must stay on the path of becoming more open, and more integrated with UN and OECD. This is where future trust and competitiveness will come from. Finally, The results support my view that global competitiveness management need global participation and a better domestic political and economic environment of Eastern Europe at the same time.
