A Study On The Institution Improvement to planned Management of the Seoul Metropolitan Area

This study aims at examining planning experts awareness of windfall and wipe-out and suggesting desirable policy proposals. Government has restricted land-using activity through legal administrative regulations to lead to policy directions. Government has strictly restricted zoning to conserve residential environment, green-belt, cultural properties and etc; However, these restrictions have resulted in property damage of landowners in restricted area. In this situation, there have been increasingly the outbreak of property profits and property damage because of governmental restrictions. Therefore, We analyzed seriousness of windfall and wipe-out, through theoretical review of windfall and wipe-out, and analysis of importance degrees by type. And We suggested proposals to adopt TDR(Transfer of Development Right) by seeking proper methods by type based on methods to understand windfall and wipe-out.
