장애인 인권 향상을 위한 교회 장애인복지 활성화 방안 연구

A study regarding activation of church disabled welfare

인류역사와 함께 시작한 장애인은 어느 시대를 막론하고 어느 곳에서나 항상 존재해 왔다. 과거의 장애인관은 부정적인 장애인과이나 시혜적인 장애인관을 가지고 있었으나 유엔이 1981년을 “세계장애인의 해”로 선포한 이후 세계적으로 장애인에 대한 인식과 복지 정책이 새롭게 변화되고 개선되기 시작했다. 우리나라에서도 1981년 “세계 장애인의 해”와 1988년 서울 장애인 올림픽을 계기로 장애인을 바라보는 시각이 많이 변화되었지만 장애인 문제에 대한 근본적인 인식의 결여와 장애인에 대한 기본적인 이해의 부족으로 장애인복지가 전시적이고 형식적인 차원에 머물고 있는 현실을 부인할 수 없다. 본 연구는 교회에서의 장애인복지의 활성화를 위하여 Ⅰ장에서는 서론으로 장애인에 대한 변화를 다루었고, Ⅱ장에서는 장애인의 개념으로서 일반적인 장애의 개념과 장애의 종류와 판정, 법률상의 정의 와 종류, 장애의 원인과 장애인복지와 성경적 장애인관에 대해 다루었으며, Ⅲ장에서는 교회 장애인복지에 영향을 미치는 요인에 대해 다루었으며, Ⅳ장에서는 교회 장애인복지 활성화 방안을 다루었고, Ⅴ장에서는 결론을 다루었다.

The disabled who started with mankind history have always existed at the times and a place. Historic disabled view had negative or dispensable view for people with disabilities, but it has newly changed and improved for the recognition regarding the disabled and a welfare policy all over the world since the United Nations promulgated 1981 to "a year of the international disabled". The sense of sight for the disabled with a gauge by "a year of the international disabled" of 1981 and "Seoul disabled Olympics" of 1988 in our country visual was very changed, but the disabled welfare is undeniable actuality in a exhibitory and formal dimension with shortages of lack of basic recognition regarding the disabled issue and basic understanding regarding the disabled. This study treated a change regarding people with disabilities for activation of the disabled welfare in churches by the introductions in chapter I, and treated about the concept of the disabled, a kind and judgement of the disables and a concept and kind in the law, cause of the disabled, the disabled welfare, and the disabled angle in view of a bible in chapter Ⅱ, and treated it about factors to affect for church disabled welfare in Ⅲ chapters, and treated activation plan for church disabled welfare in Ⅳ chapters, and lastly treated a conclusion in Ⅴ chapters.
