헐버트(H. B. Hulbert)의 교육개혁론 고찰

A Study on H. B. Hulbert's Education Theory : Focused on The Korea Review

본 연구는 헐버트의 교육개혁론에 대한 고찰을 통해 1904년을 전후한 시기의 교육상황, 교육문제 그리고 교육 근대화를 위한 구체적인 방안이 무엇이었는지 고찰하였다. 또한 그의 교육개혁론이 한국 교육사에서 어떠한 의미를 갖는지 고찰하였다.헐버트는 자신의 교육활동 경험을 바탕으로 당시 조선에서 이루어져야 할 교육으로 근대적 교육목적의 설정, 근대학교의 설립, 자격증에 의한 실력 평가, 한글 교과서의 사용, 조선교육협회의 창설, 교사선발 및 교사연수의 실시, 교사에 대한 적절한 보수 등을 제시하였다. 이러한 헐버트의 교육개혁론은 한국 교육사에서 중요한 의미를 가진다고 생각한다. 먼저 개화기에 교육이 진행해야 할 방향이 무엇이었는지를 제시하였다. 그것은 교육을 통해 현재의 삶을 실질적으로 이해하고, 사회를 보는 태도를 근본적으로 바꾸는 것이었다. 둘째, 개화기에 교육 분야에서 요구되는 교육 정책을 제시하였다. 그것은 졸업장이나 자격증에 의해 한 사람의 실력을 객관적으로 평가하는 자격증 수여 정책, 교사를 선발한 후 교사의 지속적인 실력 향상을 위한 교사 연수 정책, 효율적인 교육 시스템의 운영을 위한 장학 정책 등이었다. 셋째, 개화기에 요구되었던 한글 교과서의 중요성에 대해 알게 해 준다. 헐버트는 한글 교과서가 한글 사용을 보편화하는 역할을 할 것으로 기대하였으며, 상류층과 하류층의 장벽을 무너뜨리는 중요한 매체가 될 수 있다고 보았다.

This paper is to examine educational situation․educational matters․concrete measures for educational modernization at about 1904 through the Hulbert's paper of education, and to study what his education theory means for our history of education. Hulbert suggested that we should set up modern educational goals, establish modern schools, use Hangul textbooks, found the Korean Educational Association, implement teacher training as well as recruit of teacher, pay proper salary to teacher, etc. in connection with education in Korea. Hulbert's education theory has important meanings in our history of education. First, it gave us a direction of education in the time of enlightenment. It was to understand living life here and now in substance through education and to change the viewpoint of society fundamentally. Second, it showed education policies at that time. One was the certificate policy that a man was objectively evaluated by diplomas or certificates. Another was the teacher training policy for capacity improvement of teachers after hiring them. The others was policy about encouragement of learning for efficient management of education system. Third, it showed importance of Hangul textbook which was needed at that time. Hulbert expected Hangul textbook will play a key role in Hangul's generalization, and become important media to tear down the barrier between the upper and lower classes.
