비영리기관은 지역사회에 복지서비스를 전달하는데 매우 중요한 행위자 중 하나이다. 이러한 비영리기관과 지방자체단체 간의 협력체계구축은 정부측면에서도 서비스전달 측면에서 효율성을 높일 수 있으며, 수요자 중심의 프로그램을 구성할 수 있다는 장점을 가지고 있다. 본 연구에서는 비영리단체의 효율성을 측정하고자 하였다. 특히 Y시의 여성발전기금을 지원받아 프로그램을 구성하여 진행하는 비영리단체 9개를 분석대상으로 삼았다. 효율성을 분석하는 방법으로 DEA분석을 사용했으며 투입변수로는 상근직원수, 지원금, 봉사인력활용, 홍보활동 수로 설정하였다. 산출변수로는 프로그램 이용자수, 프로그램 시행 회수, 자체평가보고서 점수로 설정하여 분석하였다. 분석결과 투입부문에서 효율성을 제고하기 위해서는 홍보활동을 개선해야 함이 나타났으며, 산출부문에서는 자체평가보고서 점수를 개선함으로서 비영리기관의 효율성을 제고할 수 있을 것으로 파악하였다.
The nonprofit Center is one of the most important agents to delivery welfare service. Partnership between the nonprofit center and local government can increase efficiency for delivering service as well as programming for Consumer-directed Services. This study is to identify the efficiency in the nonprofit centers. For this purpose, used 9 nonprofit centers supported by Y city’s women development fund. We used Data Envelopment Analysis(DEA) to evaluate efficiency. The results of this study are summarized as follows. To improve efficiency for input is to improvement public relations and for output is to upgrade grade in self-assessment report.
