대학재정의 운영실태와 발전과제

Policy Implications for the Higher Education Finance

이 논문은 재원 확보, 재원 배분 및 지출, 재정 평가에 이르는 대학의 총체적인 재정 활동의 실태를 분석하고, 대학 및 정부 차원의 대학재정 운영 및 지원 관련 과제를 제시하는 것을 목적으로 하였다. 대학재정의 실태를 종합적.체계적으로 분석하기 위한 분석 틀을 토대로 정량지표에 대해서는 각종 통계DB를, 정성지표에 대해서는 설문조사를 실시하였다. 각 지표별 평균 및 편차의 경향을 통해 대학재정의 실태를 파악하였고, 지표값의 분포 형태에 따라 지표들을 유형화하였다. 이러한 분석 결과를 토대로 대학 차원에서는 대학 재정 활동 전 영역에 있어서의 전문화, 대학재정의 안정적 확보를 위한 전문조직 운영, 재원 배분의 형평성 제고를 위해 예산 운영 과정에 다양한 구성원의 참여, 원가분석.계열별 차이도 지수를 기반으로 등록금 차등 책정 및 재원 배분, 단과대학 책임경영제 실시, 대학재정의 책무성을 강화하기 위해 성과기반 재정평가 기준 확립 및 성과주의 예산제도 시행 등을 제안하였다. 정부 차원에서는 대학별 다양성 및 분포를 반영한 정책수립, 한계대학에 대한 정보 제공 및 재무 개선 방안 마련, 우수 교육중심대학에 대한 재정지원 강화, 대학평가 방식의 개선, 대학재정 컨설팅기구의 설치 등을 제안하였다.

The purpose of this study was to analyze securing financial resources, allocating the income, and evaluating the performance, and shed some light on governmental policies aiming to improve the realities of finance in higher education. Based on the analytic framework developed in this study, various statistical DB for quantitative indicators were analized and survey for qualitative indicators was conducted. Based on the research findings from analysing finance in higher education institutions, this study provides some policy implications that could improve Korean universities' financial managements. Korean universities need to 1) specialize in their financial management, 2) operate special institutions to secure their funds more stably, 3) allocate their fund to their sub-organizations more equitably, 4) conduct responsible management by individual college or major, 5) establish performance based finance evaluation. In addition to these, Korean government 1) establish policies reflecting diversity and distribution of universities 2) establish improvement for poor universities, 3) strengthen government subsidies for superior education centered universities, 4) improve evaluation to universities 4) establish national financial consulting group for the universities.
