교육분야 정부지출의 효율성 측정과 결정요인

An Efficiency of Public Education Expenditure and its Determinants

최근 들어 분야별 재정지출 효율성에 대한 연구가 급증하고 있다. 그러나 많은 해외연구에서 우리나라를 분석대상국가에 포함시킨 연구가 몇 건 있었음에도 불구하고, 국내에서는 우리나라를 중심으로 정부지출 효율성을 본격적으로 측정해 보려는 시도가 없었다. 이에 본 연구는 종합지수 작성법과 DEA 방법을 각각 적용하여 교육 재정지출 분야에 대한 지출효율성을 측정하였다. 또한 측정된 지출효율성을 종속변수로 하는 절삭회귀분석(truncated regression)을 통해 이들 분야의 재정지출 효율성에 대한 결정요인 분석을 실시하고, 이들 요인들의 영향을 감안하여 조정한 분야별 재정지출 효율성을 도출하였다. 결정요인 분석결과에서는 투입 대비 산출로 측정한 지출효율성을 종속변수로 한 경우에는 1인당 GDP가 교육분야 재정지출 효율성과 부(-)의 상관관계를 가지는 반면 사립학교 등록학생 비중은 정(+)의 상관관계를 가져오는 것으로 나타났다. 환경변수의 영향을 제거한 후의 효율성 지수의 순위를 비교해 본 결과, 우리나라 교육분야 재정지출 효율성은 투입 대비 성과 기준으로는 양호하다고 볼 수 있으나 투입 대비 산출 기준으로는 OECD 평균보다 많이 뒤처지는 것으로 나타났다.

The adequate measurement of government expenditure efficiency is a difficult empirical issue and the literature on it, particularly when it comes to aggregate and international data, is rather scarce. Our contribution in this study is threefold: first, we discuss and survey conceptual and methodological issues related to the measurement and analysis of government expenditure efficiency. Secondly, we construct both efficiency composite indicators and DEA (Data Envelopment Analysis) input-oriented efficiency scores of 8 functional government expenditures for 30 OECD countries. Lastly we combine efficiency scores with a Tobit analysis to see whether exogenous, non-discretionary factors play a role in explaining health and education expenditure inefficiencies. On the second and third objective, the study finds that Korea's expenditure efficiency is top ranked for education expenditure.
