외국인 범죄 실태 및 대책에 관한 연구

A Study of the Situation and Measures on Foreigner's Crime

최근 결혼이민자들이 급증하고 있고 외국인 근로자들 유입이 가속화되면서 국내 체류 외국인이 100만명을 이미 넘어섰다. 이러한 외국인의 증가로 인해 우리나라의 노동력이 보충되고 다양한 외국 문화를 접목할 수 있는 기회가 생겼지만 한편으로는 외국인에 의한 범죄가 증가하고 있다. 따라서 이렇게 날로 증가하고 있는 외국인 범죄에 대한 대책 마련이 필요한데 이를 위해서 먼저 외국인 범죄에 대해서 그 경력을 관리할 수 있는 외국인범죄 경력관리제도를 실시해야 할 것이다. 또한 외국인 피의자들이 언어, 문화, 법제상의 차이로 인해 억울한 처우를 받지 않도록 이에 대한 외국인 범죄 전문인력을 양성해야 하며, 국제상담센터를 통해 외국인들의 어려움을 해소시켜 범죄를 예방해야 할 것이다. 그리고 외국인 범죄와 관련있는 모든 기관 간에 긴밀한 협조체제를 구축하여 외국인 범죄에 공동으로 대처하고, 국제범죄조직에 의한 범죄가 날로 증가하고 있는 만큼 외국 수사기관과의 협력과 공조가 이루어져야 할 것이다.

As transnational marriage and influx of foreign workers increase rapidly, foreign workers that reside within country exceed one million. Although our workforce is replaced by foreign workers and we have chance to learn foreign culture, crime rates of foreigners are increasing. Therefore, we must have countermeasures for increasing foreigners' crime. First, we have to carry out foreign tracking labeling system to treat foreign ex-convict. In addition, we have to cultivate experts who major in foreigner's crime for foreign suspect not to receive unfair treatment, and we have to deter crime through solving foreigner's difficulties in international counseling center. All the agencies that related to foreigner's crime act jointly, forging close cooperation system. As increasing crime done by international crime organization, cooperation with foreign investigative agencies should be established.
