해저터널 사례분석과 호남.제주 해저고속철도 건설 논점과 제언

Undersea Tunnel Cases and Issues and Suggestions on the Honam-Jeju Undersea High-speed Railway

해저터널은 해수아래에서 일부 또는 전부 건설되는 터널이다. 성공적인 예로 유로터널, 세이칸터널, 외래순다리, 노르웨이터널, 샤먼샹안터널이 있고 계획중인 터널프로젝트는 보하이터널, 대만해협터널, 한중터널, 한일터널, 지브롤터터널 그리고 베링해협터널이다. 글로벌하게 이루어지고 있는 해저터널의 붐으로 호남-제주해저터널 프로젝트가 논의중에 있고 한국정부는 호남제주터널의 타당성조사용역을 발주하였는데 이 프로젝트는 한국교통연구원, 건설기술연구원, 철도기술연구원으로 구성된 컨소시엄에 의해 이루어지고 있다. 이 프로젝트는 3개의 분리된 구간의 건설을 포함하고 있는데 목포-해남까지 66km, 해남-보길도 28km, 보길도-제주 73km로 총 167km이다. 마지막구간은 해저터널을 통하여 고속철도에 의해 연결될 것이다. 전국을 통하여 주요 철도간선과 연결되는 경우 주요도시와 제주가 처음으로 철도에 의해 연결될 것이다. 한국교통연구원은 서울-제주간 2시간 30분이 소요되고 건설에 11년이 소요되고 15조원의 예산이 필요할 것으로 추정하였다. 본 논문의 연구목적은 해저터널의 주요성공 사례와 호남-제주해저터널의 현재상황, 이슈와 제언을 연구함으로써 호남-제주 해저터널의 이해를 제고하는데 기여하는 것이다.

An undersea tunnel is one which is in part or in total constructed under a body of water. Successful examples are Euro Tunnel, Seikan Tunnel, Øresund Bridge, Norway Tunnels, and XiamenXiangan Tunnel. The suggested tunnel projects are Bohai Channel Tunnel, Taiwan Strait Tunnel, Korea-China Tunnel, Korea-Japan Tunnel, Gibraltar Tunnel and Bering Strait Tunnel. Owing to the spreading booming of undersea Tunnels on a global basis, Honam-Jeju Undersea Tunnel Project are under discussion and Korean Government launched the feasibility project for Honam-Jeju Tunnel which is undergoing by the consortium that is composed of Korea Transport Institute, Korea Institute of Construction Technology, Korea Railroad Research Institute. The project contains building of three separate lines ― 66 km from Mokpo to Haenam, 28km Haenam-Bogil Island, and 73km Bogil Island-Chuja Island-Jeju, in total 167 km. The last line would be linked by a high-speed train through an undersea tunnel. Connected with other major railway lines across the country, major inland cities and Jeju will be connected by train for the first time. The purpose of this paper is to contribute to the enhance of the understanding of Honam-Jeju undersea tunnel by studying the successful examples of undersea tunnels and the actual situation, Issues and suggestions of Honam-Jeju undersea tunnel.
