A Study on the Evaluation of Korea Land Information System Establishment Project

본 연구의 목적은 한국토지정보시스템 구축사업의 정책과정을 분석하기 위한 모형을 개발하고, 이를 토대로 한국토지정보시스템 사업을 분석․평가하기 위함이었다. 이상의 연구목적을 효율적으로 달성하기 위하여 본 연구의 대상은 한국토지정보시스템으로 하였고, 연구의 범위는 공간적, 시간적, 내용적 범위로 구분하였다. 시간적 범위는 한국토지정보시스템이 개발착수 된 2003년부터 현재까지로 하였고, 공간적 범위는 대한민국으로 하였으며, 내용적 범위는 한국토지정보시스템 구축사업을 평가하는 것으로 한정하였다. 연구방법으로 접근방법은 행정적 접근방법을 사용하였고, 조사방법은 문헌조사법과 설문조사법을 병행하였으며, 분석방법은 구조방정식 통계패키지 AMOS 16.0을 활용한 통계적 분석방법을 실시하였다. 분석결과, 평가모형의 적합성으로는 X²은 302(p=0.98), GFI는 0.95, AGFI는 0.97, SRMR은 0.05로 가설검정 및 인과모형을 설명하는 데 매우 적합한 것으로 나타났다. 그리고 설정된 4개의 가설은 모두 유의수준 0.01에서 통계적으로 유의한 것으로 나타났고, 1개의 가설은 유의수준 0.05에서 통계적으로 유의한 것으로 나타났다. 따라서 한국토지정보시스템 구축사업은 정책결과 및 정책효과 측면에서 성공적인 정책으로 평가되었다.

The purpose of this study was to develop a model for analyzing the policy process of Korea Land Information System establishment project and to analyze and evaluate Korea Land Information System project using the model. In order to achieve the above purposes, the target of the study was set as Korea Land Information System and the scope was classified into space, time and contents. The time scope was set from 2003 when the development of Korea Land Information System was initiated to the present. The spatial scope was limited to Korea and the contents were limited to evaluating Korea Land Information System establishment project. An administrative approach was adopted, and as for the research method, literature and survey research methods were used. As for the analysis method, a statistical analysis method using AMOS 16.0, a structural equation statistical package was implemented. As a result of the analysis, it was found that, as for the suitability of the evaluation model, X²was 302(p=0.98), GFI was 0.95, AGFI was 0.97 and SRMR was 0.05, which means that the model was very suitable for testing a hypothesis and for explaining a causality model. All of the four hypothesis reached the significant level of 0.01 showing its statistical significance, whereas one of the hypothesis reached the significant level of 0.05 showing its statistical significance. Therefore, as a result of the evaluation, it was found that Korea Land Information System establishment project is a successful policy in terms of its results and effects.
