도로명주소 비부여 지역의 위치표시 방안

현행 우리나라의 주소는 100여년전 일제가 토지수탈을 목적으로 실시한 토지조사사업에 의하여 작성된 토지에 대하여 부여하는 번호인 지번을 사용하여 왔다. 그러나 오랜 기간동안 사용되어온 지번주소는 급격한 토지이동 등으로 인해 지번에 의하여 위치 찾기 기능이 어려워져 이를 해결하기 위해 세계적으로 보편화 된 도로명주소를 도입하게 되었으며 2012년부터 법적주소로 전면 사용하기 위해 사업을 추진하고 있다. 그러나 도로명주소는 사람들이 거주하는 지역에 대해서는 도로명주소에 의한 위치표시는 가능하나 사람이 살지 않는 농지나 임야지역에 대하여는 위치표시체계는 미흡하여 범죄와 응급 구조에 신속히 대처할 수 없다. 따라서 본 연구에서는 도로명주소의 비거주지역에 대한 위치표시 방안을 제시하는데 목적이 있다. 연구 결과는 도로명주소 부여에 따른 비거주지역의 위치표시 방안을 제시하여 문제점 해결과 통일된 위치표시 방법을 적용 제시하였으며, 비거주지역에 대한 위치표시 방안으로는 지점번호에 의한 방식을 제안하였다.

The current Korean address system has been used parcel based number to assign the land in order to registry a land survey project for exploiting Korean land by Japan 100 years ago. But this parcel number system that have been used long time ago has a problem that it is difficult to find the accurate position in local area. Thus the government is launched a project of street addressing system and it will be starting 2012 as regulation address in Korea. However this street addressing system can use the residential area for finding street position but it is difficult to find the farm or forestry land that are not living human being. It is not easy to response crime or emergency cases. Therefor this paper is to propose an accuracy position of non-residential area of the street addressing system. The final survey results is to show the solution for solving the indicating position of nonresidential area and unified indicating method using the spot number in pilot area.
