국내 부동산통계의 개선 및 정책 활용제고 방안

Policy Implications for Improving Real Estate Statistics in Korea

본 연구의 목적은 국내 부동산통계의 현황과 문제점을 분석하고, 이를 통해 부동산통계의 개선 방안을 도출하고, 정책친화적인 부동산통계 정책지표들을 제안하는 것이다. 본 연구의 결과를 요약하면 다음과 같다. 첫째로, 현행 국내 부동산통계의 현황을 보면, 체계적이지 못한 승인과정, 전담조직의 부재로 인한 업무 프로세스의 적절성 문제, 일부 통계에서 원천정보의 신뢰성 문제 등이 나타난다. 이를 개선하기 위해 첫째 부동산 통계작성의 전문성 제고를 위한 통계 전담조직의 운영 방안, 통계의 신뢰도 제고를 위한 작성 프로세스 개선 방안, 통계 품질의 신뢰도 제고 방안, 선진 부동산통계 유통 시스템의 마련 방안을 제안하였다. 셋째로, 부동산통계의 정책 활용 가능성을 높이기 위해, 우선 부동산통계 간의 연계 가능성을 점검하고 이를 통해 정책에 활용 가능성이 높은 새로운 부동산 정책지표들을 제안하였다.

This study aims at analyzing the current status and problems of domestic real estate statistics, and thereby examining the improvement of real estate statistics, and suggesting policy-friendly real estate statistics and indicators. The results of this study can be summarized as follows. First, looking at the status of the current real estate statistics, real estate statistics have many problems such as unsystematical approval process, inadequacy of business process due to the lack of a dedicated organization, and reliability problem of the source information in some real estate statistics. Second, in order to improve these problems, ① establishing dedicated organization for real estate statistics, ② creating a process for improving the reliability of statistical improvement, ③ improving the reliability of statistical quality, ④ provision of advanced distribution system is proposed. Third, in order to improve the usability of real estate policy, the possibility of linkage between real estate statistics checked, and new real estate policy-friendly indicators are proposed.
