국가 식품산업 클러스터의 성공을 위한 전문 물류센터 필요성에 관한 연구

농림수산식품부는 2008년 12월 26일 전라북도 익산시 왕궁면 일대를 국가 식품산업클러스터로 최종 결정하였다. 농림식품산업부가 이곳을 국가식품클러스터로 지정한 것은 네덜란드의 푸드밸리(food valley)와 스웨덴의 외레순(Öresund)처럼 식품산업을 미래의 국가경쟁력산업으로 육성하고자 하는 것으로 판단된다. 이것은 농림식품산업부가 국가식품산업클러스터를 이용하여 우리나라 식품산업의 영세성과 낮은 기술경쟁 문제를 해결하고 또 농어업의 안정적인 수요처 확보와 현재 1차 산업에서 크게 벗어나지 못하고 있는 농림수산업을 2.3차 산업으로 고도화하려는 것이다. 만약 그렇다면 무엇보다도 국가식품산업 클러스터 내 식품의 생산 및 효율적 물류관리, 그리고 식품의 안전성에 대한 높은 신뢰도 형성과 전문 물류센터 조성이 선행되어야 한다. 물류는 단순히 수(배)송 뿐만 아니라 수송, 운송, 보관, 하역, 유통, 가공 등의 개별적인 활동들을 하나의 종합적인 개념으로 파악하고 통제하는 시스템이기 때문이다. 본 논문은 국가식품산업클러스터 성공을 위해 식품물류의 수출망 구축 및 물류혁신에 의한 가격의 경쟁력 확보 그리고 농산물의 안전성 확보의 한 방법으로 전문 물류센터의 필요성을 제시하고자한다.

The Ministry for Food, Agriculture, Forestry and Fisheries made a final decision the whole area of Wanggung-myeon, in Iksan, Jellabuk-do as the National Food Industry Clusters on December 26th, 2008. It is meant to foster the Food Industry as the Industry of National Competitiveness like Food Valley in the Netherlands and 'O'resund in Sweden that the Ministry for Food, Agriculture, Forestry and Fisheries assigned this place the National Food Industry Clusters. Most of all, not only food production and the efficient administration of logistics within the National Food Industry Clusters but also the formation of high reliability and the creation of the specialized logistics center must be preceded in order for the Ministry for Food, Agriculture, Forestry and Fisheries to solve the problems of the small and low-technology competition in our Food Industry, to secure a stable market in agriculture and fishery and to enhance agriculture and fishery from primary industries to secondary, tertiary ones. It's because logistics is the system that understand and control individual activities such as transport, shipping, storage, the loading and unloading, distribution and process as an overall concept not just transport and shipping. This study suggests the need of the specialized logistics center as a way of building export network in food logistics, securing cost competitive by logistics innovation and securing the safety of farm products for success of the National Food Industry Clusters.
