Korea-China FTA Based on Federal Attributes of RTA

Most previous studies on the Korea-China FTA demonstrate that technology-intensive manufacturing industries accrue trade creation and dynamic effects whereas small-and medium enterprises and the agricultural sector incur heavy industrial adjustment costs. They attach their utmost importance on welfare improvement. However, this article contends that it may be more imperative for Korea to enhance its industrial structure by making use of industrial adjustment policy. The common industrial and common energy policies of the EU well exemplify such cases and also shed light on the new frontiers in steering the Korea-China FTA as an effective policy measure of increasing specializations and divisions of labor. It is recommended to pursue a paradigm shift from the incumbent functional RTA to the federal RTA while positively accommodating new attributes of RTA.
