A Study on the Economic Impacts of the Korea-Australia Free Trade Agreement

한국과 호주는 무역, 투자 등 경제적 유대관계를 지속해 왔고 최근 양국 간 자유무역협정(FTA)이 추진되고 있는 상황에서 FTA의 당위성 연구를 수행하였다. 우선, FTA 당위성 검증을 현시비교우위지수 (RCA) 및 무역특화지수(TSI) 등을 이용한 계량적 기법을 통하여 분석한 결과 양국경제는 무역 및 산업구조가 상호보완적이라는 것이 입증되었다. 이러한 맥락에서 양국간 FTA는 경제적 효과 면에서 자원배분의 효율성 증진, 생산성 향상, 투자증가 및 경제통합효과 등으로 상호이익을 초래할 것으로 판명되었다. 따라서 비록 농산물문제 등의 협상 장애요인이 존재하는 것은 사실이지만 종합적 시각에서 보면 한국정부는 보다 적극적인 자세로 FTA를 추진하는 것이 바람직하다. 더욱이 호주가 중국, 일본 등과 FTA 체결로 호주 시장이 선점된다면, 한국은 시장접근과 자원확보 면에서 유리한 기회를 상실할 지도 모른다.

In the situation that negotiations for the conclusion of Korea-Australia free trade agreement(FTA) are underway, this study investigated the justification to support the FTA between the two countries. In order to examine the justification of the FT A, firstly, the author used revealed comparative advantage(RCA) and trade specialization index(TSI) methodology, which confirmed a significant, highly complementary trade and industrial structure between the two economies. In the same context, it turned out that bilateral liberalization of trade and investment between Australia and Korea will bring about increased GDP growth and welfare through the combined impacts of improved allocative efficiency, improved productivity growth, enhanced investment flows, and closer economic integration. Thus, although some political perspectives such as agricultural issues operate as an obstacle, it seems desirable for the Korean government to pursue FTA with Australia in an active manner. Moreover, the Korean economy may have to pay high opportunity cost if she neglects pushing forward the FTA with Australia because Australia's conclusion of FTA with other competing countries such as China and Japan may bring about losing the opportunities of market access and stable source of natural resources to the Korean economy.
