중국 학습도시 조성의 맥락과 특성

Context and characteristics of Chinese learning city: focused on promotion system and current state

한국은 2001년부터 시.군.구 등 기초 지자체 단위의 주민 평생학습지원시스템으로 평생학습도시 조성 정책을 추진하고 있다. 그 동안 평생학습도시에 대한 연구는 정책 개발과 평가 연구에 집중되어 왔다. 외국의 평생학습도시 연구도 이런 관점에서 주로 유럽과 일본 사례를 중심으로 이루어졌다. 한국과 유교적 전통을 공유하고 있는 중국은 공산당 지도의 강력한 행정체제를 기초로 우리나라와 비슷한 시기에 학습도시 조성 사업을 시작했지만 한국 학계에 중국의 학습도시조성의 맥락, 현황, 성과, 과제 등은 잘 소개되지 않았다. 이 연구의 목적은 중국의 학습도시 발전과정의 맥락과 추진체제의 특성을 이해하는 것이다. 이 연구에서는 중국 성인교육과 평생교육에 관한 법률 및 정책 문서, 중국 학습도시에 관한 문헌연구와 인터넷 홈페이지에 공개된 각 학습도시의 관련 자료를 분석했다. 이를 통해 중국의 학습도시 특성으로 공산당 중심의 강력한 지도력, 학습도시공작지도위원 중심의 사업 추진, 사구교육 중심의 정책 추진 등을 제시했다. 한국, 일본, 중국 등 동아시아 삼국의 학습도시 비교 연구 등 추가 작업의 필요성과 그 의의를 논의했다.

In South Korea, the national government's project of lifelong learning city since 2001 aims to build the local government's lifelong learning supporting system. Research on lifelong learning city has been focused on policy development and assessment. Research on foreign lifelong learning city, mostly through the European and Japanese cases, is held with such focus as well. China, a country sharing Confucian traditions with South Korea, has begun promoting learning cities based on their powerful administrative system around the time South Korean government has started learning city project. Yet, the context, current state, outcome of Chinese learning city have not been well-introduced to Korea. The purpose of this study is to understand the context and characteristics and current state of the Chinese learning city. In this study, we analyzed laws and policies regarding Chinese adult education and lifelong learning, literature about Chinese learning cities, and on-line information revealed on each learning city's web site. We identified powerful communist party leadership, leading role of local learning city operation committee, and community education center as a key institute for the development of Chinese learning city. The necessity of the comparative research on Korean, Japanese and Chinese, or other East-Asian nation's learning city and its significance were also discussed.
