사회교육의 일반적 발달단계에 기초한 한국 사회교육사 시대구분 연구

Study on the periodization of Korean history of adult education on the basis of internal developmental stage of adult education

한국의 사회교육사를 학문적인 차원에서 정립하기 위해서는 사회교육의 일반적인 발달단계에 기초한 독자적인 시대구분의 준거가 필요하다. 또한 사회교육이 사회적 영향을 많이 받고 사회적인 기능을 수행해 왔다는 점에서 일반사적인 의미의 시대적 구분도 충분히 고려해야 한다. 사회교육 개념의 핵심 내용과 가치들을 종합적으로 고려할 때 일반적으로 사회교육은 원형적 생활중심 사회교육, 소외계층 중심 사회교육, 고등교육 중심 사회교육, 현대적 생활중심 사회교육의 단계로 발달해 왔다. 이러한 발달단계는 사회교육사의 독자적인 시대구분을 위한 기초가 될 수 있다. 이를 한국에 적용할 때 한국의 사회교육사는 '원형적 생활중심 사회교육 시기'인 상고시대부터 조선시대 후기까지의 시기, '소외계층 중심 사회교육 시기'인 구한말 개화기부터 1980년대후반까지, '고등교육 중심 사회교육 시기'인 1990년대와 2000년대, '현대적 생활중심 사회교육 시기'인 2008년 전후시대 이후로 구분할 수 있다. 그리고 이것을 우리나라의 일반사적인 시대구분과 통합하여 원형적 생활중심 사회교육 시기는 조선시대까지의 시기까지, 소외계층 중심 사회교육 시기는 개화기, 일제강점기, 국가재건기(1945-1961년), 경제발전 및 민주화 운동기(1962-1987년)까지, 고등교육 중심 사회교육 시기는 시민사회형성기(1988-1997년), 그리고 현대적 생활중심 사회교육 시기는 복지 및 세계화 병행기(1998-2007년)와 시장경쟁강화기(2008년-현재)로 규정할 수 있다. 한국 사회교육의 역사는 각 시대별 사회적인 외적 과제를 사회교육의 내적 발달단계에 맞추어 반응해 온 과정이라고 이해할 수 있다. 새로운 시대에는 우리나라 사회교육의 소중한 가치와 전통을 이어가면서도 내적으로 우리나라 사회교육의 발달단계와 외적으로 한국 사회의 사회적 환경과 시대적 과제를 종합적으로 고려하는 지혜와 안목을 갖추어야 한다.

It is necessary that we develop a unique criteria of periodization which is dependant on educational logic to establish Korean history of adult education academically. And we also consider general criteria of period division as important in the sense that adult education has a deep relationship with real society itself. On the basis of weight of essential internal concepts of adult education, we can make standard order of the history of adult education and apply them to Korean history of adult education; ①the original life-centered adult education(to the end of The Joseon dynasty), ②the underprivileged people-centered adult education(the time of Enlightenment, Japanese colonial rule of Korea, Reconstruction, Economic development and democratic movement), ③the higher education-centered adult education(the period of Civil society), and ④the contemporary life-centered adult education(the period of Welfare and globalization and now the period of Market-competition strengthening). We can identify that Korean history of adult education represents the process of active responses to external social task according to internal developmental stage of adult education.
