다문화가정의 아동학대의 원인과 대응방안에 관한 연구

A Study of the Cause on Child Abuse in Multi-cultural Families and its Countermeasures : Based on the Case Studies

최근 결혼이주여성과 외국노동력 등의 유입으로 다문화가정이 증가함에 따라 여러 가지 다문화가정의 문제점이 대두되고 있다. 이에 본 연구에서는 다문화가정의 특정적 요인 중 대표가 되는 세 가지 요인을 분류하여 다문화가정의 아동학대가 발생되는 원인과 관련지어 살펴봄으로써 다문화가정의 아동학대에 대한 구체적인 방안들을 살펴보고자 하였다. 다문화가정의 아동에 대한 개념이나 아동학대의 특성 등이 명확하게 정립되지 않았을 뿐 아니라 선행연구도 우리나라의 다문화가정의 아동 층이 형성되면서 연구되기 시작했기 때문에 극히 제한적인 영역에서 연구가 수행되어 명확한 분석이 쉽지 않다. 이에 따라 본 연구는 기존의 다문화가정의 문제점과 특징을 분석하여 다문화가정의 아동학대의 원인이 될 수 있는 요인을 크게 언어소통의 부재와 가치관에서 오는 문화적인 갈등과 경제적 빈곤과 박탈감에서 오는 스트레스, 그리고 사회유대관계의 약화 등의 세 가지 요인으로 나누어 다문화가정의 아동학대에 대한 사례를 분석하였다. 한편, 이와 같은 다문화가정의 아동학대에 대한 대응책으로는 첫째, 결혼이주여성과 외국인 노동자의 유입 등으로 형성 된 다문화가정의 문화적 갈등에서 아동학대를 막기 위해서는 다문화에 대한 문화적인 이해와 함께 언어소통 부재로 인한 갈등을 줄이기 위한 교육적인 지원이 필요하며, 둘째 경제적 빈곤과 사회적인 고립으로 인해 방치되거나 신체적, 정신적 학대를 받는 피해아동을 막기 위해서는 법적제도의 개선과 국가의 적극적인 개입의지가 필요하다. 그리고 마지막으로 사회유대관계의 약화로 오는 아동학대를 예방하기 위해서는 지역기관간의 지원연계 및 구축과 전문적인 인력의 확보를 통한 유기적인 관계를 조성해야 할 것이다.

With the recent increase of multi-cultural families due to the influx of international marriages and foreign labor, various problems in those families have been raised. The purpose of this study, therefore, was to examine the three distinctive factors of multi-cultural families and draw up specific measures for the child abuse in multi-cultural families. This analysis could be restrictive since this research was done within a very limited areas. The concept and the distinctive features of child abuse in multi-cultural families are not clearly established yet. Furthermore, former studies had been done before the formation of children group in multi-cultural families in Korea. Hence, this study analyzed problems and distinctive features of existing multi cultural families. The findings from this case study showed that culture conflict from lack of communication and each one’s sense of value, stress from economic impoverishment and deprivation, and weakening of social ties are the three major causes of child abuse in multi-cultural families. As countermeasures on child abuse in multi-cultural families, the study suggests that first, it is necessary to offer educational support with better cultural understanding to relieve conflicts caused by lack of communication and stop child abuse in multi-cultural families formed by the influx of international marriages and foreign labor. Second, active national intervention and improvement of legal system are required to prevent those children from being abused physically and mentally as well as being abandoned by economic impoverishment and social isolation. And lastly, it is desirable to create close relationships with multi-national families through building support systems and securing
