북한의 통일전선전술에 대한 시론적 고찰

북한의 통일전선전술은 대남전략상 당면목적을 달성하는데 유리한 국면을 만들기 위해 남한 내동맹자를 전취하기 위한 공작적 활동을 말한다. 이러한 북한의 통일전선전술 문제가 새로운 관심의 대상이 되고 있다. 첫째, 천안함 피격사건 이후 나타난 심각한 우리 사회의 국론분열에 북한의 통일전선전술상의 대남선전선동이 영향을 미친 것이 아닌가 하는 문제의식이다. 둘째, 바르고도 유효한 대북정책구상과 관련한 지난10년 동안의 대북정책 평가와 관련된 문제의식이다. 북한당국은2000년 남북정상회담 이 후 시기를 6. 15 시대라고 부를 만큼 대남전략상의 커다란 성과를 거둔 시기로 보고 있는 것이다. 셋째, 김정은 3대세습 체제가 대내 이념적 정통성 구축을 위해 통일강성대국 론을 적극적으로 제기하고 있고, 이에 따라 대남 통일전선전술이 강화될 가능성이 높기 때문이다. 북한은 남남갈등을 유도하고 그 전선을 활용하여 남한정부의 취약성을 공격하고, 북한에게 유리한 남북관계 국면을 유도하기 위해 매우 다양한 형태의 통일전선전술 행태를 보여주고 있다. 북한은 궁극적으로 통일전선 전술을 통해서 6. 15공동선언과 10. 4선언의 부활을 기도하고, 이명박 정부를 넘어서 남한 내 보수 세력의 정치기반을 약화시키고자 한다. 앞으로 북한당국은2012년의 국내정치 일정을 감안한 보다 대담하고 공세적인 통일전선전술을 구사할 가능성이 높다. 북한당국은 남한 내 정치지형의 흐름이 북한의 생존환경의 결정적 요인으로 작용하고 있다고 보고 있기 때문이다. 3대 세습체제의 등장은 북한의 종말을 알리는 전령이다. 통일을 준비해야 한다.

We should pay attention to North Korea s united front tactics for several reasons. First, South-South conflict level has raised to severe after Cheonan incident under the influence of North Korea s propaganda and instigation against South Korea. Second, there has been rising speculation that South Korean policy toward North Korea for the past ten years had been influenced by Pyongyangs united front tactics against Seoul. Third, to consolidate his leadership very fast, Kim Jong-un leadership need to ideological legitimacy which depends on achievements in relations between South and North Korea. That s why Pyongyang is engrossed in its united front tactics against Seoul. Now, North Korea is eager to weaken the conservative force of Seoul in order to take the initiative in relations between two Koreas through its united front tactics in many ways. Pyongang s leadership think that if Seoul s conservative leadership is going to continue to remain dominant power, its survival environment could be threatened very serious. The appearance of three generations of hereditary succession heralds the demise of the Kims crumbling dynasty. Therefore, Seoul has to maintain a strategic North Korea policy stance in order to prepare for emergency situation in North Korea and achieve reunification of two Koreas in the end.
