A Reflection on the Theory vs. Practice Division in Japan after World War Ⅱ

『이론과 실천』에 관한 문제는 언제나 국제 정치에 있어 중요한 문제였다. 학자들은 나날의 현실에 대처하는 실무가가 눈 앞에 놓인 현실에 사로 잡혀, 현명한 판단이 결여, 자칫 우둔하게까지 간주 될 수 있다. 반면 실무가의 눈에 비치는 학자는 종종 지나치게 관념적으로 무책임하게 보인다. 따라서 양자는 서로 대립하거나 비난하는 경향을 보이고 있다. 전후 일본은 일본국헌법과 미일안전보장체제라는 범위 안에 이상주의와 현실주의라는 큰 틀로 발달해왔다. 본 논문은 제2차 세계대전 이후 일본정치에 있어서 이상주의와 현실주의 학자와 실무가의. 대립을 강화문제를 중심으로 동경대학총장이자 일본의 초대정치학회 이사장으로 정치 철학 분야에 있어 역사적인 학문 업적을 남긴 난바라 시게루와 경무장, 경제우선정책을 실시, 평화사상과 달리 현실주의 외교정책을 취한 일본수상 요시다 시게루와의 대립을 통해 이상주의와 현실주의 학자와 실무가의 사고를 분석하면서 양자가 어떠한 관계를 형성하고 있는가에 고찰하고자 한다. 이와 같은 이론과 현실간의 갈등 대립은 이후 일본정치에도 계속되어, 오늘날 하토야마, 칸나오토에 의한 민주당 정권에도 큰 영향을 주었다. 본 논문은 특히 일본의 고전으로 나카에 초민이 저술한『삼취인경륜문답』을 제시하면서 이 문제에 대하여 접근하고자 한다.

The problem regarding theory and practice has always been one of the very important distinctions in international politics. For scholars, the practitioners who are dealing with reality often seem very secular and foolish. On the other hand, for practitioners, scholars appear too idealistic and irresponsible. Therefore, both sides have had a tendency to criticize each other. In postwar Japan, idealism and realism have developed within the framework of the Japanese constitution and the US-Japan security system. At first glance, the current Japanese constitution seems unrealistic, whereas its drafting reveals it was not only influenced by GHQs unilateral compulsion. This paper examines theory versus practice in Japan after World War II, focusing on the conflicts between Shigeru Nanbara and Shigeru Yoshida. Additionally, it examines how idealism and realism have been transformed while conflicting with each other through the consideration of the book, A Discourse By Three Drunkards On Government, by Chomin Nakae.
