China's Search for East Asian Community: A Review of the Tripartite Summit Meetings among Korea, China, and Japan

본 논문에서는 최근 동아시아공동체 실현을 위한 동아시아 국가들의 노력을 검토해 보고 그 과정 속에서 최근 나타나고 있는 한.중.일 소자주의에 대한 중국의 입장을 분석해 보는 것을 연구목적으로 하였다. 또한 중국의 부상에 따라 한국에 대한 중국의 중요성이 점차 증가하고 있다는 점을 반영하여 이러한 중국의 입장이 한국에 미치는 영향과 한국의 대응에 대하여 모색해 보는 것을 또 하나의 목적으로 하였다. 중국은 중국위협론을 불식시키기 위해 다자주의 강조, 책임대국론과 소프트파워 강조 그리고 주변국과의 관계 강화라는 필요성으로 한중일3국 협력에 적극적으로 나서고 있다. 중국은 한.중.일 3국 정상회의를 통해 첫째 동아시아 지역에서 미국의 영향력을 견제하고 약화시키며, 둘째 한국과 일본과의 긴밀한 유대관계를 발전시키면서 자국의 리더십을 확대하고 공고화하려는 두 가지의 목적을 가지고 있다. 이에 한국 다음과 같은 사항을 고려하면서3국 정상회의의 협력을 적극적으로 추진해야 한다. 첫째, 한.중.일3국 정상회의에서 중.일의 리더십 경쟁 심화에 따라 한국 외교가 활용할 수 있는 운신의 폭이 넓어질 수 있다.둘째, 한국은 한.미관계와 한.중 관계상의 균형을 효과적으로 조절하기 위한 수단으로 한.중.일 3국 협력에 적극적으로 임하도록 한다. 셋째, 한국이 3국 협력의 주역이 되기 위해서는 한국의 정상이 중·일 정상들과 인간적인 교분을 더 쌓아야 한다.

Recently the key issue for discussions in the East Asian states is how to building the East Asian Community. In order to secure consistent security in the region, East Asian states have believed to have one. As the rise of China has been a central phenomenon of the region, how China perceived of the East Asian Community has been one of the major issues in the discussions. Therefore, the major goal of this paper is how China perceives of and approaches to the East Asian Community. Reviewing the past discussions in the region, the central issue is which proposal between ASEAN+6 and ASEAN+3 would be more suitable in the region, and the bottom line issue of contention is who will take the leadership in the community, China or Japan. Given the formation of Community difficult at this state, Northeast Asian three states, including Korea, China, and Japan, have interested in forming the mini-multilateralism, Korea-Japan-China Tripartite Summit meeting. We have witnessed Chinese positive approaches to the tripartite summit meetings, and he major rationale of them are that China wants to drive the US out of the region. Since China, Japan, and Korea are members of the meeting, China wants to take advantage of the meeting without the US presence; and that China wants to consolidate its own influence over the region. As its power grows and its influence expands, China has unveiled its intention to make East Asian region as its sphere of influence vis-a-vis the US. However, China's attempt may not as successful as it intends. Although East Asian states get more dependent upon China's economy and they are positively responding to the formation of East Asian Community, these states do not show any intention to adjust their relationship with the US. As far as the influence of the US remains in the East Asia, China's intention would not be easy nor possible.
