Economic Development, Quality of Life, and Equality of Opportunity

경제발전의 목적은 사람들이 품위있고 의미있는 삶을 영위할위할수 있는 기회들을 창출하는 것이다. 로머의 기회의 평등에 대한 이론에 근거하여 본 논문은 사회가 삶의 질에 대한 기회를 제공하는 정도로 경제발전의 수준을 측정하는 제안에 대해 검토한다. 경제발전의 정도를 일인당 소득이나 일인당 소비의 수준으로 측정하는 통상의 방법은 사회후생의 적절한 지표는 공리주의적 사회후생이라는 윤리철학적 가정에 기초한 것이다. 기회평등주의가 함축하는 사회후생함수는 공리주의적 사회후생함수와는 매우 다른 경제발전에 대한 측정방법을 제시한다. 본고에서 이 차이를 세계은행과 한국의 자료를 이용하여 예시한다.(JEL: D6, H5, O10)

The basic goal of economic development is to create opportunities for people to enjoy decent and meaningful life. Following Roemer's idea of equality of opportunity, we discuss a view of measuring the level of economic development by the degree to which the society in question has equalized opportunities for the quality of life. The standard way of measuring the level of economic development by the level of per capita income or of consumption requires an ethical assumption that an appropriate measure of the social welfare is utilitarian. A social welfare function that is consistent with the principle of equal opportunity would suggest quite a different measure of economic development than what the utilitarianism suggests. We illustrate the differences with World Bank and Korean data.
