한국 공적개발원조(ODA)의 효과성 제고를 위한 성 인지적 전략

1. 연구의 목적과 필요성 2000년 UN의 새천년개발목표(Millenium Development Goals: MDGs) 채택 이후, 전 세계적으로 지속가능한 성장과 개발을 위한 수원국과 공여국 간의 상호관계의 중요성과 빈곤퇴치를 위한 양성평등과 여성의 역량 강화를 강조함 2009년 OECD/DAC의 24번째 회원국이 된 한국은 국제적 합의에 상응하는 공적개발원조(Official Development Assistance: ODA)를 수행할 책무를 가지고 있으나, 아직까지 공적개발원조의 전체 프로그램에 크로스커팅(cross-cutting) 이슈로서 젠더가 자리매김하지 못하여 양성평등관점에 입각한 공적개발원조정책을 추진해야 하는 필요성이 대두됨 이러한 맥락에서 본 연구는 국제개발협력에 대한 OECD/DAC의 최근 논의와 정책을 바탕으로 공적개발원조와 관련된 국제적 흐름을 파악하고, 성 인지적 관점에서 한국 공적개발원조의 효과성 제고를 위한 전략을 모색하고자 함 2. 연구방법 본 연구는 UN과 OECD/DAC의 주요 조약과 문서를 분석하여, 국제적 흐름에 부합하는 한국 공적개발원조의 방향 설정에 일조하고자 함 문헌연구, 자문회의, 원탁회의, 전문가워크숍, 국제심포지엄을 개최하여, 개발원조의 효과성을 제고하기 위한 시민사회와의 협력체계 구축에 초점을 두고 각계의 의견을 수렴하고 정책결정자와 이해당사자 간의 네트워크를 마련하는 한편, 연구의 완결성을 높이고자 함 -전문가워크숍: ① 국제 개발NGO 발전의 흐름과 한국 개발NGO에의 시사점: 한국 개발NGO간 협력체계와 민관협력체계를 중심으로 (’10.05.24.), ② 공적개발원조 효과성을 위한 성 인지적 전략과 시민사회 (’10.10.8.) -국제심포지엄(’10.7.1.): 양성평등 관점을 통합한 개발 정책과 실천 (Integration of Gender Equality Perspectives into Development Policy and Practice) -원탁회의(’10.11.23.): 한국 공적개발원조의 효과성 제고를 위한 성 인지적 전략

By joining the OECD/DAC in November 2009, Korea successively transformed itself from a partner to a donor country. Becoming a member of the OECD/DAC it shall have accountabilities for internationally agreed development goals including the Millenium Development Goals(MDGs), as well as the global agenda on the promotion of gender equality and the empowerment of women. The international communities such as the UN and OECD/DAC have put an emphasis on gender equality and the empowerment of women as an important means to achieve the MDGs. Nonetheless, gender equality perspectives have not been yet integrated into Korea's Official Development Assistance(ODA). It means that Korea now needs to discuss and develop the ways to integrate gender equality perspectives into the ODA. Korea is going to hold the 4th High Level Forum on Aid Effectiveness(HLF-4) in 2011, which will give it great opportunities to develope its ODA policy in terms of aid effectiveness. In preparation of the HLF-4, this study will look into the current policies and discussions of the OECD/DAC on the improvement of aid effectiveness, and make recommendations
