Comparative Study and Political Meaning of Police Governance

Since the recent crime and security assurance environment takes a sudden turn, police administration is newly illuminated for the discussion subject of social science from the perspective of Governance. This point of view makes an interest in community policing, the 21st century's policing strategy of major countries. Community policing is parrel with Governance in where it focuses on cooperation of community, residents, and police to solve the region's problem as well as emphasizes crime prevention than after crime suppression. This study suggests police's new approach for confronting rapidly changing surroundings in crime and security assurance with combining Governance theory to police administration. Comparative research on administration of major countries is conducted for this purpose of the study. According to comparative analysis, both the U.S. and UK establish institutional mechanism for implementation of the partnership. Both American and British police have already built social conditions such as interdependence, trust, and mutual communication for Governance activities. Moreover, the U.S. and UK develop a variety of program based on local conditions, reflecting community's physical and social characteristics. These examples of the Governance partnership practices in U.S. and UK have significant meanings to police administration of Korea expecially in political part. UK's network development with the central government, local governments, NGOs, and nation's participation based on establish relationship between police, the community, and residents suggests a lot to Korean police administration field in particular. Upon these analysis results, political strategies are proposed for construction and invigoration of Police Governance of Korea. First is forming overall organizational climate suits for Police Governance. Second is introducing effective political device and complementing institutional scheme for technical administration plan. And as the third, conversion in recognition of which police, the community, and residents are related on mutual solidarity, not on order or regulation is brought out. This study tries to draw some political implication on Korean police administration's adaptation to abrupt transforming policies of crime and security assurance and lead effective participation of various service agents through comparative study between the U.S. and UK. However, police administration of Korea, the U.S., and UK have respective historical background and different policy operating systems, It could be hard to applicate advanced country's system as new administrative reformation. Diverse further researches overcame these limitation are fully expected.
