북경행동강령 이행 15주년 점검 및 향후 과제

1. 연구의 목적과 필요성 2010년은 북경행동강령이 채택된 지 15주년이 되는 해임. 지난 15년간 북경행동강령 이행에 있어 괄목할 만한 성과가 있었다고 평가되고 있음. 그러나 최근의 국제적인 경제, 식량, 환경위기로 인해 여성들의 경제적 지위는 더욱 약화되고 있을 뿐 아니라 여성에 대한 사회, 제도적 차별은 여전함 이러한 맥락에서 본 연구는 북경행동강령 이행 15주년을 맞이하여 북경행동강령의 각 부문별로 국제적 이행 정도와 성과 및 국내 여성정책 상황을 점검하고자 함. 동 연구를 통해 우리나라 여성정책의 성과, 향후과제 및 효과적인 여성정책 이행을 위한 전략을 모색하고자 함 2. 연구방법 본 연구는 북경행동강령 15주년 점검을 위해 방대한 국내외 문헌, 통계자료를 수집, 분석하여 이루어졌음. 국제적 동향을 파악하기 위해 유엔의 통계시스템을 이용하여 자료를 수집하였으며, 국내에서의 이행사항 역시 국내 문헌 및 통계자료를 수집하여 분석함 연구의 방향성을 설정하고 연구 내용을 풍성하게 하고자 관계 부처, 관련 분야 전문가, 비정부기구(NGO) 활동가 등과 자문회의를 개최하였음. 자문회의를 통해 각계의 의견을 폭넓게 수렴하여 연구에 반영, 연구의 완결성을 높임

The year 2010 holds significant importance for the promotion of gender equality and empowerment of women as it marks the 15 year review of the implementation of the Beijing Platform for Action(BPfA) and the 10 year review of progress towards achieving the Millennium Development Goals. At its fifty-fourth session in 2010, the Commission on the Status of Women carried out the 15-year review and appraisal of implementation of the Beijing Platform for Action and the outcomes of the twenty-third special. The review in the Commission on the Status of Women, particularly through its focus on the linkages between the implementation of the Platform for Action and the achievement of the Millennium Development Goals contributed to the high-level event on the Millennium Development Goals held by the General Assembly in September 2010. In this respect this study focuses on the 15 year review of the implementation of the BPfA and challenges and obstacles in global context as well as in domestic context.
