韓國政府의 對日 民間請求權 補償 過程

Korean Government's compensation process to its people who has the right to claim to Japan

During the negotiations with Japan for amity in the 1960s, Korean Government revealed her intention that she will pay compensation to her people for claims to Japan in order to get more money from Japanese government. Korea demanded Japan for reparation to be paid to 1,030,000 people in the 6th conference in 1961 and 1962 based on the estimated number of victims enforced in the labor during Japanese militaristic regime in the war time. Korean government have also discussed internally on the scope of people that should be compensated when the reparation agreement with Japan was reached. Korean government believe that the government in obliged to pay the indemnity to those who claim their share. Nevertheless, Korean government paid the compensation to only 8,552 victims in 1970s and it showed a great disparity in the number of victims claimed against Japan. It proves that Korean government lacked the will to make compensation for its people. In addition, the process of compensation had many problems. Victims of injury were excluded in the compensation policy in spite of the fact that the injured had experienced more sufferings in their living conditions than the dead. It contradicts with the benevolent characteristics of the policy of the compensation the government emphasized in the process of deliberation on the reparation law. And it is also a problem that the government did not provide the means to console the mind of victims such as an official letter from the president of other ways.
