In the midst of Japanese Empire's self-central violence, Busan-Shimonoseki cross-channel liner worked as an important means of reorganization and redistribution of labor force between the empire and the colony. This paper investigates the people who crossed the Strait, the border and the policy, the administration system on them. As for 「History of Empire」, it is necessary to point out the conflict and confrontation caused by imperial expansion, stressing the culture formed by people who crossed the border of empire and colony and to revive the memory of Busan and Shimonoseki, which has been forgotten by the nation state logics after the World War Ⅱ. Busan-Shimonoseki cross-channel liner was actually the symbolic means of 'selective restriction of colonized Koreans' passage to Japan」 in order to 'deter the potential danger.' The Certificate of Passage system represented that kink of policy. Although the Japanese government made propaganda for naisenit'tai(Japan and Korea are One) and itsidozin(the Emperor's blessing reach everywhere) and Japanese and Koreans were called the same subjects of the Emperor, Koreans could not cross the border without the certificate. Whether they issued the certificates to Koreans seriously depended on the change of economic, political, social situation in Japan and Korea. From now on, we should investigate the socio-cultural phenomena, which appeared with people's movement within the whole empire, with the viewpoint of continuance.
