Governor-General, Saito went to Japan soon after the Great Kanto Earthquake occurred in 1923. Although the previous established of Yamamoto administration encouraged Saito to go to Japan, the main purpose of his staying in Japan was to deal with the emergency efforts with other officials of the Government General. Their activities were operated through the stem office in Tokyo, setting the refugee camps for Korean victims; Nihonbashi camp was built for organizing labors needed for reconstruction, Aoyama camp for helping patients and returning Koreans to the homeland, and Kojimachi camp for Korea students. Operating these camps was not only the work of the Government General. But the Governor-General made an effort to take over these camps through the negotiation with the Japanese government. Because those activities were effectively operated, the influence and presence of the Government General could increase in Japan after the earthquake. The reason the Government General participated in the relief activities was that were afraid of the reduction of the Government General budget and the negative effects of massacre which could influence their own policy. By showing their ability about dealing with Korean refugees and earthquake victims, the Government General could achieve in implementing budget and got the power to maintain the assimilation policy. Even after the relief activities ended, the Government General continued to relate the Korean residents in Japan, supporting the Korean collaborative organization, Sang'ae hoe(Soai Kai) and building another collaborative organization, such as Naeseoun hyobhwa hoe(Naisen Kyowakai). We can conclude that the participation of the Government General in the process of relief activities was part of their general policy for ruling Korean people and was related to the policies about the Korean residents in Japan.
