The Japanese colonial government in Korea had the Police Office in the General-Government do secret affairs in domestic, which functioned a net-like systematic modern police. The higher prime officials in the Police Office, provided with secret reports of the domestic political affairs, produced lots of secret documents. Particularly, the Security and High Inspectation Department in the Police Office, involved in this confidential documents-producing affairs. In additions, there was a special unofficial sect within the Security sect for selecting information and producing secret documents. On the contraray, subordinate police offices dealt security affairs just in oral transmission not producing any paper works due to the uneffectiveness of the administrative not have a certain standard of management of the confidential documents; only the officers involving in domestic, inspection affairs were given to the right to handle the affairs. There were a police office which had a self-regulation of destroying the official documents. The affairs of Police Office dealing with condidential documents in the colonial period in Korea reveals the risk of harming the colonial society.
