From the review of a variety of managed lanes in foreign countries, in this paper, effective lane operations that applied to our country are proposed in order to reduce the traffic congestion on freeways. Traffic demand controls for mitigating traffic congestion need to increase the capacity for the modes or drivers depressed by them. Traffic demand control will be able to dynamically manage recurrent and nonrecurrent congestion based on prevailing traffic conditions. In addition, for the traffic demand control to be sustainable, dynamic lane operations for traffic demand control must be connected with those for capacity increase. They should have good relations and effectively respond to recurrent and nonrecurrent variations (especially for congestion) of traffic demand. Gyeongbu expressway introducing exclusive bus lane and lane control system (LCS) for temporary shoulder use would be the sample for the combination.
