Tendency and policy task in global human resource development

글로벌화의 한 가운데에서 이제 글로벌화는 인적자원개발 정책 면에서도 점차 주목을 받고 있다. 저출산 고령화 정책, 교육시장 개방, 다문화 계층 대책 등이 글로벌 인적자원개발 정책을 필요로 하는 과제이다. 글로벌화는 긍정적인 면과 부정적인 면이 모두 존재하는 두 얼굴을 가지고 있다. 그러나 글로벌화는 점차 선.악의 문제가 아니라 적응해야할 환경이며, 지금 현재는 글로벌화에 대한 이데올로기 논쟁이 아닌 실제의 장기적 해결책을 제시하고자 노력할 때임을 고려할 때, 다음과 같은 정책과제를 도출할 수 있다. 국가의 역할이 강조되는 우리나라의 인적자원개발은 글로벌인적자원 개발 분야에서도 통합적이면서도 일관성 있는 단일한 정책 얼개를 먼저 필요로 한다. 이를 바탕으로 외국인력제도의 합리적 개선과 다문화 가정을 다문화주의 전파자와 다언어 구사자로 개발하는 적극적 정책으로의 선회가 필요하다. 이러한 정책을 추진해 나갈 수 있는 전문인력을 글로벌 인적자원개발 전문 교육과정을 통하여 양성해야하며, 기술기능적 접근을 넘어선 성인교육과 인적자원개발의 만남을 통한 제3의 패러다임이 공유될 수 있어야 한다.

In the midst of globalization, globalization in human resource development policy is gradually earning attention. Low birthrate, retirement policy, open market for education, countermeasures for multicultural classes, and more are tasks demanding global human resource development policy. Globalization has two faces of both positive and negative. However, globalization becomes no longer an issue of good and evil, but an environment that needs to be adapted. Taking into consideration that it is not the time to dispute the ideology of globalization but rather to endeavor to propose actual long term solutions, following policy tasks were extracted. In human resource development in Korea, where the role of nation is emphasized, a unified policy structure of coherence is also required in global human resource development area. Thus, rational improvement in foreign human resource policy, and an assertive policy of developing multicultural families into multicultural expander and multi-lingual speakers, are necessary. Professional human resources that can advance such policies need to be trained through global human resource development professional education, and the 3rd paradigm through the meeting of adult education and human resource development crossing the approach of techniques, must be accomplished.
